IAS2193 - Part 1: Intro to ICT Revolution What is ICT? • Most inventions and devices, which we use today, mostly were invented in the late 19th and early 20th centuries. • E.g.: telephones, televisions, computers, etc. • Led to great changes in: • How we work and play, • How we get info and • How we interact with our neighbors/friends.

IAS2193 - Part 1: Intro to ICT Revolution What is ICT? • What is ICT? • Information,Communication & Technology • A good way to think about ICT is to consider: • All the uses of digitaltechnology that already exist to help individuals, businesses and organizations use information. • ICT covers any product that will: • Store • Retrieve • Manipulate • Transmit or • Receive information electronically in a digital form(E.g.: personal computers, digital television, email, robots).
IAS2193 - Part 1: Intro to ICT Revolution What is ICT? • INFORMATION • Information has meaning in some context for its receiver. • When information is entered into and stored in a computer, it is generally referred to as data. • After processing (such as formatting and printing), output data can again be perceived as information. • When information is packaged or used for understanding or doing something, it is known as knowledge.

IAS2193 - Part 1: Intro to ICT Revolution ICT Revolution in Malaysia • For the past 30 years, Malaysia concentrated on building the right infrastructure to support ICT growth in the country. • Establishment of properinfrastructureensures; • Speedyandefficient network of facilities and services for better diffusion of ICT. • 1980s: ICT infrastructure investment went into delivery of basictelephony services to rural and urban people, access to mobile and fixed-line services to wider segment of the population (by Telekom Malaysia).

IAS2193 - Part 1: Intro to ICT Revolution ICT Revolution in Malaysia • Malaysia has established several regulations that govern ICT related products and services in the country. • ICT governance: • Digital Signature Act (1997) was established and facilitates electronic commerce and online transactions via the usage of digital signatures. • Computer Crime Act (1997) was created. • Provides for offences relating to the misuse of computers; • It aims to clearly define activities such as cyber fraud, unauthorized access, interception and illegal use of computers.
IAS2193 - Part 1: Intro to ICT Revolution ICT Revolution in Malaysia • The Communications and Multimedia Act (1998) was developed to cater for the convergence of the telecommunications, broadcasting and computing industries in Malaysia. • Data Protection Act (2002) governs issues pertaining to privacy, authentication and protection of personal and business information that are used in formal business and social transactions.
IAS2193 - Part 1: Intro to ICT Revolution ICT Revolution in Malaysia • Human Capital is a key component of the digitaleconomy. • Having ICT savvyworkforce ensures absorption of new knowledge & skills that can be used to generate productive output. • Strategy: invest in education. • Numbers of universities, university colleges, polytechnics & colleges were also increased over the last decade. • Introduced ICT based learning environment in schools since late 1990s. • A total of 31,000 ICT graduates were produced by the 48MSCstatus local education institution. • Increase ICT skilled human capital was the setting up of the Human Resource Development Fund (HRDF) for training.

IAS2193 - Part 1: Intro to ICT Revolution The Importance of Revolution • It is highlightedthat ICT enhances economic growth of developing countries by way of: • Providingcheaper, quality, and empowered communication to marginalized communities • Reduceinequalities in terms of access to education, training and employment • Provision of easier access to information and wider market reach to firms (by way of cost reduction) • Reduction in government bureaucracy via the electronic government service system • Fostering closer collaboration and interaction between various stakeholders in a country.
IAS2193 - Part 1: Intro to ICT Revolution The Importance of Revolution • Malaysia undertook several boldinitiatives over the last thirty years, mainly to enhance ICT diffusion in the country. • The initiatives can be categorizedinto: • Macrolevelinitiativesfocused at the development of the Multimedia Super Corridor (MSC). • Microlevelinitiatives focused at provision of advanced ICT-enabling infrastructure, establishment of dynamic institutions that supports ICT growth in the country, creation of vibrant and skilled human capital, and increasing innovationactivities in the country.
