IAS2193 - Part 2: ICT Region City Multimedia Super Corridor (MSC) • The Multimedia Super Corridor (MSC) is an initiative by the Malaysian government to transform the nation into: • A knowledge based economy. • Modeled after the Silicon Valley, the multibillion dollar project started in 1995, spanning an area of more than 750 km2. • The MSC is a 15 × 50 km2zone, stretching from: • The PetronasTwinTowersin the center of Kuala Lumpur to Kuala Lumpur International Airport (KLIA).
IAS2193 - Part 2: ICT Region City Multimedia Super Corridor (MSC) • It comprises several administrative, industrial and technological development clusters. • Among the clusters are: • Putrajaya - the newly built seat of the federal government. • Cyberjaya- an intelligent city which will house multimedia industries as well as research centers and the Multimedia University (MMU). • TechnologyParkMalaysia - located in the center of the MSC providing engineering and IT facilities to entrepreneurs, investors and industries.

IAS2193 - Part 2: ICT Region City Multimedia Super Corridor (MSC) • The MSC is a project spanning over 20 years, which envisions Malaysia achieving leadership in the Information Age. • The project comprises 3phases. • Phase 1: • Includes attracting world-class companies to set up their operations in the MSC, • Launchingof 7 flagship applications including e-government and telemedicine, • As well as the establishment of the two intelligent cities, Putrajaya and Cyberjaya.

IAS2193 - Part 2: ICT Region City MSC Flagship • The MSC flagship applications were launched to: • Boost the MSC Malaysia initiatives and to create a multimedia utopia (hub) for innovativeproducers and users of multimediatechnology. • Groupscomprising of both: • Localand foreigncompanies (MNCs) collaborated with various government agencies, departments and ministries. • To enhance the socio-economic development of Malaysia in the new millennium (Information Age).

Management Information System (HRMIS). • E-Services.
IAS2193 - Part 2: ICT Region City MSC Flagship • Multi-Purpose Card • Government Multi-Purpose Card (GMPC) • Combinesidentification, license, health and other information on one card. • The card embedded with a securityenhanced32K microprocessor chip that is multifunctional across varying systems. • Jointly implemented by the National Registration Department, Road Transport Department, Immigration Department and the Ministry of Health. • Major government agencies that will be impacted are the Royal Police of Malaysia and the Department of the National Account of Malaysia.
IAS2193 - Part 2: ICT Region City MSC Flagship • Payment Multi-Purpose Card (PMPC) • Enables multi-financial functionality. • Malaysian Electronic Payment Systems SdnBhd (MEPS) leads the development of PMPC project. • MEPS partnership with participating banking institutions is responsible for the payment card. • Functions available: e-cash, debit, credit and ATM.
IAS2193 - Part 2: ICT Region City MSC Flagship • Smart Schools • Began in 1999 has ended in 2002. • Reinventthe Malaysian educationalsystem, through reinventing the teaching and learningenvironment, in terms of the curriculum, assessment and teaching-learning materials. • Enables the students to practicesself-accessed and self-directed learning at their own learning pace. • Represent a “first of its kind” smartpartnership between the government and the privatesector in the development, testing and installation of the Smart School Integrated Solution. • Now being roll-out to the rest of the schools in Malaysia in stages.

IAS2193 - Part 2: ICT Region City MSC Flagship • Technopreneur Development • Launched in November 2001 and lead by Ministry of Energy, Communications & Multimedia with MDC acting as the implementing agency. • Facilitatethe development of technopreneur, start-ups and existing ICT companies. • Also assist and facilitates the growth of ICT SMEs into world-class companies. • Key programs: • Lead Generation. • Funding. • Incubation & Acceleration. • Market Access. • Business & Technology Innovation Centre (BATIC). • Technopreneur Information Services.
IAS2193 - Part 2: ICT Region City MSC Status • The achievements of the MSC are outlined in the MSC Impact Survey 2002. • 739companies have been given the MSC stamp, including 53 world-class companies. • About half of these companies have a paid up capital of less than RM500,000 and employ an average of 20 staff each.
IAS2193 - Part 2: ICT Region City MSC Status • Less than 13% of these companies have a paid up capital of more than RM5million. • In terms of stage of development, nearly 59% of these companies are at the growth stage while only 1% has passed the initial public offering (IPO) stage.
IAS2193 - Part 2: ICT Region City MSC Status • 18kjobs have so far been created in the MSC, • Which more than 15,000 have been filled by knowledgeworkers. • These workers are mainly (87%) sourced from Malaysia. • These companies have so far been able to churn out: • RM5.65billion in sales, of which nearly a quarter was exported.

IAS2193 - Part 2: ICT Region City MSC Status Company • Benefit of MSC Status company • These companies go through a selection process and once approved will receive: • Financialincentives which include a 100%exemption from statutory income for at least 5 years. • 100% investment tax allowance and the freedom to source funds globally. • Receive non-financial incentives, (range from duty free importation of multimedia to physical and IT infrastructure if they are located in the MSC).
IAS2193 - Part 2: ICT Region City MSC Status Criteria • Provider or heavyuser of multimedia products and services. • Employ a substantial proportion of knowledgeworkers. • Strong value proposition specifying how operations will contribute to the development of MSC and Malaysia. • Establish separate legal entity for MSC-qualifying activities. • Locate in an MSC-designated Cyber city within 6 months of approval. • Comply with environmental guidelines.
