Release 13.0 – QORA ASR Gateway • Qwest will implement the ASOG Version 38 Industry Standard changes to the ASR forms and fields decided upon at an industry level with participating members of the OBF Committees. • Effective date for this release as dictated by the industry is March 23, 2009. For detailed information about the industry changes on the ASR – refer to the ATIS website: http://www.atis.org/ • Qwest will implement upfront validations in the QORA ASR Gateway that impact all ASRs being transmitted to Qwest electronically. This includes the web-based QORA (Qwest Online Request Application) GUI application, or through direct connections, such as NDM or UOM interfaces.
Customer Impacts/Value • How does implementation of Qwest up front editing add value for you, our customer? • The QORA GUI application is a superior alternative to paper ASR forms, offering on-line help as well as validations for accuracy. • Upfront edits streamline processing time for your request, by ensuring the data supplied by you is as accurate as possible. • Prior to the ASR being accepted into Qwest’s systems, you are notified of the errors on the ASR allowing corrections to be made, thereby reducing the need for costly re-issues of the ASR (supplements). • An accurate ASR helps ensure the accurate provisioning of your request the first time. • Accurate entries also create accurate billing, reducing the possibility for errors on your monthly bill. • Reduced cycle time due to less re-work and supplements being required.
General Changes • Pre-Order CFA Validation Enhancement – QORA GUI • Enhancement to display the customers circuit id and PON, when available, for each circuit id returned on the CFA validation. • QORA GUI Screen and Functionality Changes: • The Validate/Next button will be changed to two individual buttons, one for validate and one for next. • The Validate function can be performed at any point in the population of the ASR. • Association of multiple CCNA’s/ACNA’s for the same customer • Qwest is implementing functionality to identify ownership of multiple CCNA’s/ACNA’s that belong to the same company. • When the CCNA and the ACNA on an ASR are not the same, but they are owned by the same company, the AGUATH field and LOA is not required. • When the CCNA on the ASR does not match the CCNA on the CFA, and both CCNA’s belong to the same company, the LA/LADATED fields are not required to be populated.
Field Rules/Validation • CFA/SCFA Field Validation: • Qwest is implementing an edit that when both the CFA and SCFA are populated and the data for both contain the ACTL CLLI code from the ASR form, that the CFA is a higher facility than the SCFA. If the CFA is not a higher facility, the ASR will be rejected. • ECCKT Field Validation: • Qwest will validate the ECCKT on the ASR and Additional Circuit Identification forms when the ACT = C, D, or R, and the REQTYP = S or E for serialized circuit ids, that the ECCKT is valid. If the circuit id is not found, the ASR will be rejected. • EXP Field Validation: • Qwest will enhance the validation to include REQTYP = ‘S’ and the NC code begins with an “X” or “HF” that when the DDD is less than the standard interval, that the EXP field is populated with a ‘Y’. If the interval is less than standard and the EXP field is blank, the ASR will be rejected.
Field Rules/Validation • HVP Field Validation: • Qwest is implementing an edit when the REQTYP = ‘S’ and the ACT = ‘N’ or ‘C’ and address validation occurs, that if the address is identified in Qwest systems as High Voltage Protection required that the HVP field on the Transport form is populated. If it is blank, the ASR will be rejected. • CFA Field Validation: • The system shall implement an enhancement to validate the CFA on all service specific forms when the ECCKT is populated with a multipoint or segmented circuit. The system shall perform all existing availability CFA checks and the ASR will be rejected if the CFA is invalid or not available for assignment. • RECCKT Field Validation: • Qwest will validate for REQTYP M and L, ACT = D, that the RECCKT is valid and that the Trunks shown in the ECCKT field on the ASR and ACI pages are actually associated to that RECCKT. If either of these validations fail, the ASR shall be rejected by the system. • ECCKT Field Validation: • Qwest is implementing an edit when the REQTYP = M or L and ACT = ‘D’, the system shall validate that the trunks being disconnected are the last trunks in the trunk group. If the trunks are not the last in the trunk group, and the RPON field is not populated with an ASR to renumber the remaining trunks, the ASR shall be rejected.
Field Rules/Validation • ASC-EC Field Validation: • Qwest will validate that when either the ACTL field or the SECLOC field is populated with a CLLI code that is not in Qwest territory, that the ASC-EC is populated. If the ASC-EC is not populated, the ASR will be rejected. • TCIC Field Validation: • Qwest will validate the TCICs on REQTYP M, ACT = N, C, D. If the TCICs are not found, or if they fail a busy check, the ASR will be rejected. • REQTYP Field Validation: • Qwest will validate on requests for Metropolitan Optical Ethernet, which is identified by an NC code beginning with KP, KQ, KR, that the REQTYP = S or E. If the REQTYP is not S or E, the ASR will be rejected. • ACTI Field Validation: • Qwest will implement an edit to validate the usage rules as detailed in the ASOG. • Required when the first position of the REQTYP field is M and the ACT field is N. Valid ACTI values must be A, B, or C. • Required when the first position of the REQTYP field is M and the ACT field is D. Valid ACTI values must be D, E, or F. If these validations are not met, the ASR will be rejected.
Field Rules/Validation • ACTI Field Validation: • Additional validations for the ACTI field are being implemented. • REQTYP = M, ACT = D, ACTI = D and the TQ = blank, the system shall validate that the quantity to be disconnected does not reflect the total number of trunks in the group. If the total group is being disconnected, the ASR will be rejected. • REQTYP = M, ACT = D, ACTI = F, the system shall validate that the quantity to be disconnected does reflect the total number of trunks in the group. If the total number of trunks is less than the group total, the ASR will be rejected. • REQTYP = M, ACT = D, ACTI = E, the system shall validate that the quantity to be disconnected does reflect the total number of trunks in the group. If the total number of trunks is less than the group total, the ASR will be rejected. • REQTYP = M, ACT = D, ACTI = B, the system shall validate that the first position of the TQ field is populated. If it is blank, the ASR will be rejected.
Customer Responsibilities • Arrange to participate in the 30-day testing window prior to the release • Test for the ASOG 38 Industry changes per industry test plan. • Test for the new Qwest ASR Gateway upfront validations and rule edits • Ensure information on the release details is shared internally with those employees issuing ASRs to Qwest.
FAQs • Are manually transmitted ASRs impacted with this release? • Yes – the industry changes for ASOG Version 38 are applicable and the new forms must be used effective with ASRs transmitted to Qwest after 3:00 pm (MST) on Friday March 20, 2009. • Do the QORA ASR Gateway upfront edits impact our company if we have our own ordering systems? • Yes – all ASRS electronically submitted to Qwest through direct connections, e.g., NDM or UOM are impacted with the new edits/validations.
