Villagio at Waterford Lakes • Request: To consider a substantial change to the approved Villagio at Waterford Lakes PD/LUP: • To allow 308 apartments in lieu of 215 townhomes for Tract A; • To grant a waiver from Section 38-830(13) to allow for joint access between commercial and residential development; and • To add 30,000 square feet of commercial on Tract B.

Villagio at Waterford Lakes • Traffic • Concurrency application submitted November 2011 – requesting 308 multi-family units • On November 29, 2011 the Concurrency Management System database reflected available capacity of: • 11 pm peak trips on Woodbury Road from Lake Underhill Road to Waterford Lakes Parkway • 19 pm peak trips on Woodbury Road from Waterford Lakes Parkway to East Colonial Drive

Villagio at Waterford Lakes • Traffic • Traffic study submitted December 2011 – determined that 265 units can be approved with the available capacity on Woodbury Road • Subsequently revised to 247 units • After approval of 247 units, Woodbury Road will have no pm peak trips remaining.  • Therefore, project will be required to appear before the Concurrency Review Committee and enter into a proportionate fair share agreement to mitigate the deficiency created on Woodbury Road

  9. Villagio at Waterford Lakes Action Requested • Find the request consistent with the Comprehensive Plan and approve the Substantial Change to the Villagio at Waterford Lakes PD/LUP dated “Received September 27, 2011,” subject to the six (6) conditions in the staff report.

Todd Hudson • District:5 • Request:To consider a substantial change to the approved Collegiate Village PD/LUP to: • Enlarge Master Pond A; • Modify the CVI-West Commercial Tract; • Modify the CVI-East Commercial Tract; and • Allow a right-in/right-out access driveway off of University Boulevard.
