Concept • Existing Golden Mile Transport Group used as the delivery vehicle for implementing local sustainable transport initiatives. • Transport Management Association (TMA) model an established method of providing an appropriate organisational structure to deliver transport initiatives and to coordinate marketing and communication. • No “one size fits all” when it comes to TMA’s, they come in all different shapes, sizes and forms. • To be successful the GMTMA will need to meet the specific needs of the area, and will need to be able to adapt to fit the needs and interests of key stakeholders in. • The ‘appropriate’ TMA model is something that will evolve, depending on funding partners, purpose and support.
Recommendation • Establish a non profit company limited by guarantee. • Community Interest Company (CIC) with agreed articles of association and be managed by an elected board comprising of relevant local stakeholders. • Board would be responsible for appointing service providers, agreeing delivery priorities and financial contracts.
Why a Community Interest Company (CIC)? • Reassurance to stakeholders, as the asset local and community purpose are regulated; • Promotes a higher profile for the non-profit purpose of the GMTG; • Annual report placed on the public record for public scrutiny • describes activities and benefit provided to the community, remuneration paid, steps taken to consult stakeholders and outcomes; • Asset lock • ensures that assets are used for the benefit of the community and there are other clauses to ensure members retain control; • Once incorporated it will continue providing community benefit until it is dissolved or converted into a charity; • It is quick, easy and inexpensive to set up and specifically designed for social enterprise; • Provides limited liability for its members; • Uses the company form that can be tailored to a specific organisational structure, governance or membership.
GMTG Feedback to Date The initial phase of consultations and presentations to businesses at the regular transport forum meetings have demonstrated strong support for the formalisation of the Golden Mile TMA, and a number of organisations have expressed a willingness to be involved in a helping to establish the TMA.
Step 1 • Formally invite members of the Golden Mile Transport Group to nominate a representative to consult with on the establishment of the TMA. • Who should comprise steering group? • Those willing to commit to find time to comment on articles of association. • Those willing to assist to serve a term as a founding board member.
Step 2 • Contact steering group representatives and consult them on the proposed articles of association, including number of directors to constitute the board. • Formally request steering group organisations submit nominations for founding directors to serve on the board.
Step 3 • Contact members of the Golden Mile Transport Group and invite you all to vote to appoint directors.
Step 4 • New board of directors form Golden Mile TMA as a community interest company.
Step 5 • At first GMTMA board meeting establish priorities, review funding opportunities, and agree delivery plan. • Important: focus of activities and delivery plan not set until there is an elected and independent board set up to agree them.

Operate as Transport Delivery Partner • Work with HBC, TfL, HA, etc - coordinate and promote: • Public transport • Cycling • Car-sharing • Undertake travel clinics • Provide monitoring and reporting
