e-School Project in State: Central Government Help • Rs.12 Crore 90 lakh provided as 11th Finance Commission grant for Computer Education in High Schools of the State in the year 2000. • Remained Largely Unutilized for 5 years. • Forced utilization to submit U.C. before Central Govt. in the year 2005.
CLASS-ORISSA Effort for Free Computer Education In June 2000, CLASS-ORISSA launched free Computer Education in High Schools of the State, Initially from the Bhubaneswar City vide DSE letter no. 30473,Dt. 26/06/2000.

BijuPatnaik Memorial e-Library Project Strategy Training on School days to the students of the adopted School(s) in each Block. Training on Sundays and holidays to selected students from nearby High Schools. Syllabus of the training to the students as per the Dept. of School & Mass Education advice OR Board of Secondary Education, prescribed course. Fund-Raising: Beyond School hour, the Infrastructure and facilities used as Rural Information Services Delivery Centre for the general public and as computer education centre for local educated youth, against users’ charges and service charges.

BijuPatnaik Memorial e-Library Project Project Proposal & Its Approval • Project Proposal submitted to the Department of School and Mass Education in November 2002 for implementation in rural High Schools of the State. • Govt. of Orissa in Dept. of School and Mass Education approves the same and decides to introduce Free Computer Education programme in Rural High Schools, vide Order No.6929, Dtd.11-03-2003.

BijuPatnaik Memorial e-Library Project The CLASS-ORISSA Action Plan Self – financing Capacity Building training of Rural Educated Youth permanently residing in Rural Orissa to operate the Project in their local High School as e-Teacher. Mobilizing/Co-opting MLAs to construct an ICT Training Building in High Schools in their areas with the help of MLA LAD fund. Coordination between rural High Schools and local MPs to provide Digital infrastructure from their MP LAD fund where Computers are not available from any Govt. source. Organize funds from CSR of Corporate Bodies and donations from alumni of High Schools for arrangement of Generator, Solar Power, LCD Projectors etc.
BijuPatnaik Memorial e-Library Project: The Progress So Far • 42 High Schools recommended by DSE In 1st phase on 19/06/2003, • 82 High Schools recommended DSE in 2nd phase on 23/022004, • Project operational in 39 High Schools including 8 High Schools with the ‘direct proposal’ from School in anticipation of approval • Rest of the Schools NOT yet handed over by the School Head Masters to CLASS-ORISSA for the project. • Substantial headway made in the field of Capacity Building (E-Teacher training) – A major handicap in the implementation of Computer Education in Rural schools.
Capacity Building Programme CLASS-ORISSA Residential e-Teachers’ (ICT coordinator) Training Objective : To meet the huge shortage of ICT qualified Prospective teacher in rural areas of the State to run the project. Duration of Training : 12 months ( 6days training each month). Course followed : DOEACC ‘O’ level Computer education Course ( Min. of Communication & IT) Govt. of India. Total Study Hours: 480 study hours (240 hrs. of theory classes and 240 hrs. of practical classes). Training Format: 40 study hours training in 6 continuous days in each.
Capacity Building Programme The Programme Structure • 40 study hours training in each month : 20 hrs. theory class and 20 hrs. training of practical classes. • 4 study hours training on arrival day (1st day) and 4 study hours training on departure day (6th day) i.e. 2 hrs. training of theory class and 2 hrs. training of practical class. • 8 study hours training on 2nd, 3rd, 4th and 5th day i.e. 4 hrs. training of theory and 4 hrs. training of practical. • Timing of the training classes: Morning Session: 4 hours ( 1 theory and 1 practical ), Evening Session: 4 hours ( 1 theory and 1 practical ). • DOEACC Studentship status of the trainee for training: DIRECT STUDENT.
Capacity Building Programme Teaching Experience During Training • Objective: To teach Computer Education to rural school students in local language. • The 6-day DOEACC ‘O’ level training in each month; followed by a 23-day Computer Literacy activities in own locality of the trainee to gain one year computer education teaching experience in local language • The trainee will have to carry out the monthly responsibility of making 10 persons (any age & educational level) computer literate without charging any course fees, tuition fees, and Admission fees. However the beneficiaries will have to buy their own study material i.e. a 160 pages A4 size Oriya primer with illustrations, titled E- A- AA published by “CLASS”, Orissa. Computer Literate persons will be given certificate of merit by answering the questions, printed in question-answer section of the said book.
Capacity Building Programme Teaching Experience During Training • The trainee entitled to get an honorarium of Rs. 1,000/-per month against his/her services in Computer Literacy Programme to make 10 persons (any age & educational level) computer literate during his/her non-training days. • In case the trainee succeeds in making more than the monthly requirement of 10 persons computer literate, the figure in excess of 10 can be utilized to account for the shortfall in target achievement in any previous or succeeding month. • If the achieved figure in a month is less than 10, the honorarium for the month will be withheld till such time as the trainee will invoke and utilize surplus achievement in another month – previous or succeeding – to account for the shortfall in the given month.
Capacity Building Programme Selection of the trainee e-teacher (ICT coordinator) • On the basis of H.S.C. and +2/Diploma/ITI marks only. • Priority will be given to B.Ed. and C.T. qualifications. • Preference will be given to the Teaching Experienced Persons from any private School/Institution/Tutorial/Coaching Center. • Special Consideration for the Educated Married women Candidates, staying permanently in rural area.
Capacity Building Programme Fees and Financials • No admission fees, course fees, monthly fees, tuition fees or donation. • Some service charges towards computer lab, hostel and food facilities. • No charges for 240 hours of theory classes (well equipped classroom with AC, LCD Projector and Sound). • A nominal Computer Lab. Maintenance charge for the 240 hours of Practical classes will be charged @ Rs.30/- per Hour i.e. Rs. 30/-(x) 240 hours = Rs. 7, 200/-. • Charges towards hostel accommodation within CLASS-ORISSA training campus and food (breakfast, lunch and dinner) @ Rs. 125/- per training day (x) 60 days = Rs. 7, 500/,
Capacity Building Programme Fees and Financials • 60 training days : i.e. continuous 5 training days per month (X) 12 months training. Out of 72 training days in 12 months, the departure day of each month i.e. 12 days in 12 months are not included in 60 payment days for hostel accommodation and food arrangements. • Total dues: Rs. 14,700/- (lab maintenance charge of Rs. 7, 200/- for 240 hours of Practical Classes and Rs.7,500/- towards hostel accommodation and food arrangements within the campus in training days).
Capacity Building Programme Appointment of e-teacher (ICT coordinator) • After the DOEACC ‘O’ level qualification with one year teaching experience in BijuPatnaik Memorial e-Library Project of CLASS-ORISSA, the trainee will be eligible for an appointment as a qualified computer teacher in any High School of the State as per the Govt. order vide no. 39742, dtd. 05-08-2010. • And with the same qualification the trainee will be empanelled for a definite future appointment as e-teacher (ICT coordinator) in any Rural High School of their locality, for free Computer Education Programme, through the BijuPatnaik Memorial e-Library Project of CLASS-ORISSA
Capacity Building Programme Appointment of e-teacher (ICT coordinator) • They will be appointed as e-teacher (ICT coordinator) to teach Computer Education, against a monthly salary of Rs. 3000/-, e-teachers (ICT coordinators) qualifying DOEACC ‘A’ level course within two years of their appointment with the CLASS-ORISSA, shall be entitled to a monthly salary of Rs. 5000/- from the month following the month of their qualification. • The trainee will have to abide by the terms & conditions of the appointment as e-teacher (ICT coordinator) of CLASS-ORISSA.
