Plenary 2011 Agenda Item 6 - CIMA Bureau report on its activity since the last plenary - continued • Major issues (continued): • 9-11 May: ‘FAI Microlight & Paramotor commission’ name change proposals submitted to CASI (SC General Section), EB (bylaws) & Statutes Working Group • 1 July: President’s newsletter announces SG’s resignation. • Early July: WMC 2011 monitor report from Antonio Marchesi • Positive impression • Early August: Bureau submitted 2012 CIMA budget. • 12 August: WMC 2011 cancelled • Long and detailed discussion with the organizers, consultation with the FAI Secretary General and FAI Executive Board. • Arose simply because NACs, although a majority voted in favour of this event at the CIMA Plenary, have not provided enough competitors to make the Championships financially viable.

Plenary 2011 Agenda Item 6 - CIMA Bureau report on its activity since the last plenary - continued • Major issues (continued): • 18 August: Microlight Autogyros proposal sent to CASI • Many draft versions • Correspondence with CIG President • Surveys: national regulatory style, pilot philosophy, and numbers. • Effective lobbying from CIMA delegates. • 26-28 August: NAC presidents meeting, Rome • Minutes published 21 Sept. • While an ‘informal’ meeting, there were indications of new or changed policies since May ASC Presidents meeting, including ASC assets, RVP’s, expert groups. • 31 August / 1 October – New Secretary General (JMB)

Plenary 2011 Agenda Item 6 - CIMA Bureau report on its activity since the last plenary - continued • Major issues (continued): • 13 October: ASC Presidents meeting, Belgrade • FAI President states unequivocally ASCs do have control of their assets - Guaranteed. • New ideas: delete CASI, existing VPs stay, RVPs are added. • Secretariat no longer ‘HQ’ but now ‘head office’. • Demonstrated new website • Questions over outstanding record claims • Anti-doping – big mess, new structure in progress. • FAI Sports agency idea • No WAG 2013 (next 2015, with 4 year cycle) • Flying Aces contract cancelled • Nomination of ASC Delegates and replacement during the year if they are ASC officials. • FAI Bylaws (RMH Paper)

Plenary 2011 Agenda Item 6 - CIMA Bureau report on its activity since the last plenary - continued • Major issues (continued): • 14 October: CASI meeting, Belgrade • FAI President mentions that ASCs should lose their vote at General Conference… • New version of ‘orphan’ SC 11 (human powered aircraft). Now includes orthinopters. • Unlinking of National and World record claims – NOT accepted. New WG with RMH as chairman. • Microlight Autogyros – ACCEPTED subject to review in 2012 • Could not have been achieved without CIMA delegates lobbying. • Phase 1 of change of commission name – ACCEPTED • AOB: IPC - Cost of Medals - priced in CHF, complaints from organizers; Resolution:  Pressure on FAI to seek cheaper supply of medals. (also might apply to our small medals problem) • Unanimous resolution: CASI supports staying as it is, but appeal board is separated out.

Plenary 2011 Agenda Item 6 - CIMA Bureau report on its activity since the last plenary - continued • Major issues (continued): • 15-16 October: FAI General Conference, Belgrade • Budget – still some feeling from EB that ASCs are out of control – President forced to admit that ASCs have always been very prudent with their funds. • RVPs will be introduced incrementally (eg Asia and S. America first). • Expert Groups – next spring (or hopefully earlier). • Branding Guidelines – although directly affecting ASCs, first time they have seen it… (subsequent email to EB on 20 Oct. re. communication and consultation – no reply yet.) • President’s 3 ‘hot potatoes’ • 1) Do away with CASI, give its powers to ASC presidents meeting • 2) Statutes Working Group – Power grab by EB. • 3) Remove ASC votes in General Conference. • FAI Subscriptions: After some moaning about CHF being so strong, NACs agreed to 2% increase. • CIMA Commission name change: Phase 2 (Statutes) ACCEPTED. Asian Beach Games, Haiyang, China, 16 – 22 June 2012 • 12 Sports: Beach Basketball, Beach Handball, Beach Kabaddi, Beach Sepaktakraw, Beach Soccer, Beach Volleyball, Beach Woodball, Dragon Boat, Powered Paragliding, Roller Skating, Sport Climbing, Windsurfing. • FAI is responsible for providing the rules and technical assistance for the Powered Paragliding (paramotor) event. • Will have simple ‘spectator friendly’ rules and scoring similar to those deployed at WAG 2009. • Entries must be via National Olympic Committees. It has proven in some cases to be very difficult to get our NACs and IOC NOCs to coordinate. • FAI Sports & Development director has worked very hard at this. Website often did not work • Sporting licence database rarely worked • Instructions rather than consultation • Misunderstandings over commission assets • Missing briefing documents • Bylaws in a muddle • Promises not enacted, eg expert groups not yet started. • But – we congratulate Executive Board in their appointment of the new Secretary General, we have worked very well with him in the past and have great confidence that together we can solve all these problems and help FAI move on to bigger and better things. Candidates ‘pre-filtered’ by Bureau. • Extend to other Jury and Steward selection? • Aim to pay CIMA officials travel expenses. • Not possible this year • Buy equipment such as timing systems and giant inflatable pylons. • Possibility? • Make a maximum effort towards the automation of scoring systems. • JLE Work on this?

(continued) Raise income for CIMA • Sanctioning Category 2 championships. • CLC not succeeded thus far. • Introducing elective teams at Cat 1 championships. • Maybe at WMC & WPC 2012? • Eventually introducing a World Ranking system, the CIVL model being a very good example. • Adapt CLC to a World model? • Make sure championships are properly filmed. • Opportunity now the Flying Aces contract is terminated. • Introduce small medals for team members. • See how the request made in CASI develops
