SAFER Project: key figures Services and Applications For Emergency Response • EC/FP7 project – GMES program • 3 years project (01.2009 – 12.2011) • 53 partners from 16 countries: • 29 private organisations (18 SME) • 24 public organisations • Coordinated by Spot Image • Service management board: Spot Infoterra, DLR, e-GEOS • Strong User Involvement: • Civil Protection: e.g. DPC (I), BBK (D), DSC (F) • Humanitarian Aid: e.g. UN World Food Program (WFP), UNOSAT, UNOOSA

SAFER project – European Commission FP7 Main Objectives: • Implement and validate a pre-operational version of the GMES Emergency Response Service • First priority • focusing on rapid mapping during the crisis phase • enrich this service with a wider set of thematic products • extend the service to the prevention and post-crisis phases • Long term • GMES Emergency Response Servicewill provide an operational capacity in Europe and worldwide

Splinter session 1.a: Key European topics for the 2012-15 GEO Work Plan including the Societal Benefit Areas • From a SAFER / GMES Emergency Response perspective, the integration of the following topics into GEO workplan would be welcome • Promotion at international level of the European capacity (= GMES ERS) in terms of preparedness/vulnerability mapping, emergency response mapping and post-disaster analysis) • Foster collaboration between emergency response international mechanisms (GMES ERS, International Charter, Sentinel Asia etc) • Ease the incorporation of international data into European systems (both EO and in-situ data) • Improve interoperability of geodata infrastructures (using INSPIRE directive as a basis) • Foster the use of interoperable early warning and alert systems (e.g. foster the development of CAP protocol implementation) • Improve « interoperability » of the users communities (emergency responders) in terms of users requirements, users governance/policy SAFER presentation - UNSPIDER conference - October 2010

Splinter session 2.c : Practical ways to contribute to the GEOSS Data Core • Licensing constraints as per EC FP7 rules (including EC-ESA grant agreement for the provision of EO data) + specific SAFER T&C • Derivative products (= map sheets) are available through SAFER gateway (WMS) for SAFER registered users • Proposal: open access to SAFER WMS to a wider community of users such a the scientific community (e.g. IPCC activities related to vulnerability analysis – refer to GEO-IPCC workshop / Geneva Feb 2011) • Remark: GEO should also envisage to strengthen the link with the open community (e.g. OpenStreetMap and other crowd-sourcing initiatives) SAFER presentation - UNSPIDER conference - October 2010
