3. Statement and Request The PBAC Finance and Budget Committed has completed a situation analysis, the results of which have compelled us to offer a recommendation for FY09 Fee and Tuition increases for GSU.
We ask that this document be presented to PBAC for its approval and forwarding to the President.
4. Overview PBAC F & B Committee
Reviewed:
History of tuition and fees at GSU
Market position of GSU relative to other Illinois public universities
Discussed the deferred maintenance issue, the pending E & F wing renovations, other desirable projects, and university needs
Discussed affordability and the implications of the high-cost/high-aid versus low-cost/low-aid paths toward that goal
Developed a unanimous tuition and fee recommendation
Developed a near-unanimous tuition waiver recommendation
5. FY09 Fee Recommendation Three types of recommended fee increases:
Inflationary adjustments:
Student Activity Fee
Student Center Fee
Career and Counseling Fee
Strategic Initiative Fee
Program-specific increases:
Parking and Walkway Maintenance Fee
Technology Fee
Graduate and Doctoral Application Fees
New Fee Assessments:

8. Incremental Estimated Annual Revenues from Proposed Fee Increases
9. FY09 Tuition Recommendation All actual (FY08) and proposed (FY09) rates are assessed on a per-credit basis
10. Incremental Estimated Annual Revenues from Proposed Tuition Increases (Assuming No Enrollment Increase)
11. FY09 Tuition Waivers Current Practice: GSU assesses tuition for non-resident students at 3 times the rate for resident students, and waives full tuition at the assessed rate regardless of student residency status
Proposal: Limit the amount of tuition waived for all students, regardless of residency status, to 100% of the assessed rate for resident students
Effect: Recapture about $250K each year in waived tuition and fees
