Austin Oaks Background – Current State • 31+ acre site at Spicewood Springs Road and Mopac • 12 office buildings; 8 2-story, 4 3-story; 446,091 sq. ft. • Currently zoned with a mixture of zoning categories • Limited Office (LO), can be 40 feet high or 3 stories • Neighborhood Commercial (LR), can be 40 feet or 3 stories • Community Commercial (GR), can be 60 feet (5 stories) • Family Residence (SF-3) on a small portion, 35 foot limit
How We Got Here • Summer 2014 Spire Realty proposes a PUD for the Austin Oaks office park • Controversy over height and density, with no resolution • Traffic • Height • Trees/environmental issues • Grassroots No PUD movement • NWACA and others request a collaborative design approach - a charrette • Autumn 2015 Spire agrees to a charrette and at the request of neighborhood leaders, puts the PUD on hold

We are meeting again on Tuesday, October 27th. During our conversation this evening, we had assumed that the indefinite postponement meant that staff was undertaking no further work on the rezoning application at this time. I wanted to confirm this was the case and request, on behalf of the applicant, that staff undertake no further work at this time. I will provide a further update after our next meeting. Thanks. MJW. Charrette Team • Who selected the charrette design team? • Neighborhood representatives • Who is paying the charrette team? • Mostly Spire • Neighborhoods are covering reimburseables through an NAR grant • Charrette organizing has been done on a voluntary basis • Who does the team work for? • The working group
Input for CharretteOSMs • What are OSMs • Objectives, strategies, and measures • What do we want, how do we get it and how do we know we got it • OSMs are used to test the different design alternatives during the charrette • OSMs are based on the vision and values of the stakeholders • We will be doing a facilitated table-top exercise to arrive at your OSMs for the Austin Oaks charrette
Next Steps • The working group will use the OSMs from the vision and values workshops and input from other stakeholders to derive the charrette OSMs • The OSMs will be presented at the charrette • The charrette will be Jan 25-29 at the AgudasAchim synagogue social hall on the Dell JCC campus • The output from the charrette will be a land plan for the Austin Oaks site, uses, and design standards
Implementation • The charrette plan will be implemented through zoning • Zoning possibilities each with advantages and disadvantages • Conventional zoning • Conditional overlays • Mixed use including VMU • Variances and waivers • Restrictive covenants • With the City • Private covenants with neighborhoods or individuals • Unified Development Agreements • PUD zoning • Our approach is to design the site and then zone the design
