Maintaining Public Confidence Through Good Governance Deanna L. Williams Registrar Ontario College of Pharmacists
“Good”Governance • Accountability • Leadership • Integrity • Stewardship • Transparency
Accountability • We hold members accountable… • We have accountabilities too… • To the public • To members • To government • To other stakeholders
Leadership • Does the leader make the organization, or does the organization make the leader? • “Public confidence tied to the organization not to the person leading it”
Integrity • Info/Resources- Used? Protected? • Decisions- Made? Executed? • How are mistakes handled?
“Good” Governance….. In the regulator’s world…. • Perception is reality • Competing interests exist • Responsibilities must be met • Reputation and Risk are key*
Competing Interests • Are a given • The “needs” versus the “wants” • What we “owe” the members • What we owe the public*
The Importance of Being Earnest • Earnest in our “due processes” • Earnest in our commitments • Earnest in our communications • Earnest in our goal to fulfill first and foremost our mandate for public safety and protection
Corollary Responsibilities • To those who “govern”…. • Public vs Professional members…. - Training is key - Managing differences for stronger results
Critical Messages… • A “good reputation” is to a regulator…. • It takes years of good decision-making to build a great reputation…. • “Being well thought of in some circles does NOT mean public has confidence in you”
Some Final Thoughts • Who’s leading? • Appropriate education and orientation for all • Recognizing and balancing competing interests • Balancing “rights”-the public and the members • Reputation and risk*
