  1. Key vulnerabilities, information and capacity needs AIACC Asia-Pacific Region Open Meeting 24th March 2003

  2. Overview • Multiple stress factors • Risks related to climate change • Higher vulnerability of developing countries • Current efforts to address information needs • Information and capacity needs

  3. Multiple stress factors • Environmental stress • deforestation, degrading quality of soil, salinisation, reduced availability of water, degrading water quality, current climate variability, occurrence of droughts and floods • Social stress • rising populations, low literacy levels, poor infrastructure development and access to markets, lack of strong security and support systems • Economic stress • low per capita incomes and lack of other employment opportunities

  4. Risks related to climate change Climate change - an additional stress factor • Natural and human systems

  5. Higher vulnerability of developing countries Climate change+ Socioeconomic stress Populations Increased reliance on climate sensitive sectors Agriculture Forestry Reduces adaptive capacity Exacerbate poverty, Impact growth Increased vulnerability

  6. Higher vulnerability of developing countries • Aggregate monetary damage for 2 x CO2(annual damages as % of GDP) • World 1.5 – 2 % • OECD countries 1 – 2 % • Developing countries 2 – 9 % • Weak technical, institutional, and financial capacity

  7. Higher vulnerability of developing countries • Those with the least resources have the least capacity to adapt and are the most vulnerable • For instance, Indian agriculture • more than 60% is rainfed cultivation • contributes 27 % of GDP • provides employment to 700 million people

  8. Current efforts to address information needs • Website on climate change set up by the MoEF • Education and Research • Activities initiated by MoA • Several studies undertaken • Preparation of initial national communications – V & A component

  9. Information and capacity needs • Fortify current coping capacity (e.g. to current adverse situations like droughts and floods) • Integrate adaptation in planning (eg:crop insurance, seed banks, alternative employment options, access to inputs and markets) • R&D and awareness creation (e.g. tolerant species, fertilizers, resource conserving technologies, water management) • Technological and financial resources (e.g. Adaptation Fund)

  10. Enhancing adaptive capacity At the local scale • increase awareness • diversification of income sources At the national scale • policies targeted at vulnerable sectors, with emphasis on poverty reduction At the global scale • international cooperation: science, know-how, finance • removal of barriers to international trade
