The Mandate • IATA Board of Governors Resolution: “Identify opportunities to standardise, harmonise, and rationalise existing airline audits and auditing standards…” • The challenge: create an internationally recognized audit programme, audit standards acceptable by all • The IOSA project was born… 6
About the IOSA Project • A truly international effort (under IATA) • IOSA Advisory Group (IAG) • Total of 12 IOSA Task Forces • Overall participation: well over 100 individuals • Airlines, regulators, others • Balanced representation • No dominant influence 7
What is IOSA? • Replaces existing codeshare audits • An operational audit, not a technical inspection • Focuses on operational management and control systems • Structured to ensure each audit is conducted in a standardized and consistent manner • Complements ICAO SOA programme 8
IOSA Operational Standards • Audit standards only; not regulations • Exceed FAA-accepted ATA standards • Include ICAO, DoD and selected existing audit requirements • Include selected QMS principles • Approximate acceptable levels that exist today • Bottom line: A well managed airline will meet IOSA Standards 9
IOSA Programme Standards • IOSA system policies and procedures • Standardize all aspects of programme • Accreditation (AOs and ETOs) • Audit process • Auditor qualifications and training • Data management and registration • Administration • Grievance process 10
How Does IOSA Work? • Structured and controlled system • Primary objective: standardization • Programme standards govern all aspects • Quality assurance (by IATA) • Ensures standards are met • One audit per airline • Two year audit cycle • Interested parties share one audit 12

What Does IOSA Offer? • First international operational standards • Comprehensive programme standards • Quality oversight (standardization) • Fewer audits (redundancy eliminated) • System for sharing audits • System for registration of Operators • Increased operational flexibility 14
Who Conducts Audits? • Only audit organizations accredited by IATA (AOs) conduct IOSA • Must meet accreditation standards • AO audit teams comprise only approved IOSA Auditors • Must meet qualification and training standards • Training will be conducted by Endorsed Training Organizations (ETOs) 15
What is Registration? • Audit determines eligibility for IOSA registration • Operator that meets standards is entered on the IOSA Registry • Registration term is 24 months • Audit required every two years to maintain registration 16
