  2. Structure • China and the EU’s Framework Programme for Research (FP) • Actions to support the mobility of researchers

  3. The Framework Programme • The EU’s research funding programme. • Every year, thematic calls for proposals are launched. • Research entities (Universities, institutes, companies…) team up to apply for funding with a complete research proposal. • Chinese partners can participate in the FP: • All calls are open to the participation of non-EU countries. • China being an International Cooperation Partner Country (ICPC), Chinese partners are entitled to receive funding. • Some calls will specifically target regions or countries.

  4. 6° Framework Programme • FP6 (2002-2006) was a strong tool for EU-China research cooperation • China, a very active non-EU country in FP6 • Second non-EU country in terms of funds received • Chinese partners took part in almost 200 research projects with 380 participations. For the Chinese partners, this meant collaboration with more than 3.300 non-Chinese partners. • The total budget of these projects represented 1.1 billion€. Of this total, the European Commission’s contribution amounted to 67%.

  5. 7° Framework Programme:What is new? • Main new elements compared to FP6: • Duration increased from five to seven years (2007-2013) • Total budget increased by 60%: 53 Billion€ • Fundamental research as well

  6. 7° Framework Programme:Main topics Nine themes • Information and communication technologies (9.1 Bln €) • Health (6.1 Bln €) • Transport (including aeronautics) (4.2 Bln €) • Nanosciences, nanotechnologies, materialsand new production technologies (3.5 Bln €) • Security and space (2.8 Bln €) • Energy (2.4 Bln €) • Environment (including climate change) (1.9 Bln €) • Food, agriculture and biotechnology (1.9 Bln €) • Socio-economic sciences and the humanities (623 M€)

  7. 7° Framework Programme:EU-China Cooperation • After 1.5 year of running, FP7 has already more than 100 projects including Chinese participants • All calls for proposals are open to Chinese participation • 5 November 2008: EU-China S&T Agreement Steering Committee • Agreement for the setting-up of strategic, co-funded projects in areas of common interest • 2009 will be the first year of this EU-China common research programme

Mobility of Researchers • A strong mobility of researchers is the key factor for the establishment of a strong S&T cooperation • Several actions in support of EU-China mobility of researchers. • Marie-Curie Fellowships • Science & Technology Fellowships – China (STF) • International Research Staff Exchange Scheme (IRSES) • Euraxess-links China, network of EU researchers in China

Mobility of Researchers:Marie Curie Fellowships • Marie Curie fellowships: • Outgoing International Fellowships (OIF): For Europeans researchers who want to work outside the EU • Incoming International Fellowships (IIF): For no-EU researchers who want to work in the EU • At least 4 years after graduation (post doc) • Proposal submitted by the researcher together with the host organization • For 1 to 2 years • Salary plus contribution towards research related costs • Eventually 1-year return phase for researchers from China • A very competitive international programme!

Mobility of Researchers:STF - China • Individual fellowships for young EU researchers who want to come the China • 6-month intensive language and culture training + 18 months in a Chinese research laboratory • Monthly allowance, installation allowance, 2 round trips to Europe • Open to all research fields • Around 32 years old, minimum 2 years research experience • Next call for proposals: Summer 2009

  11. Mobility of Researchers:STF - China • STF: Science & Technology Fellowships - China. • First Call: 30 EU young researchers will come to China early 2009

Mobility of Researchers:IRSES • Strengthen sustainable research partnerships between EU and non-EU research institutions • Not mobility programme for individual career development! • Based on joint programmes of researchers exchange between at least 2 EU entities from 2 EU countries and 1 non-EU entity • Only funds mobility between EU and non-EU country • Short-term exchanges (up to 1 year)… • But total Exchange Programme duration: 2 to 4 years • Coordinator must be from an EU country • No restriction of size. • NEW CALL FOR PROPOSALS OPENED: 25 November 2008 with deadline in March 2009

  13. Mobility of Researchers:Euraxess-links China • Euraxess-links China • A network of EU researchers in China. Conceived as a way to reinforce EU-China S&T Cooperation. • Survey results presented in Beijing in May 2008 • To be launched in January 2009. • Already 2 existing: in US and Japan
