UR&OSG ToR • Establish and develop effective dialogue with users / • to identify, document and prioritize requirements of major stakeholders for current and future EO • to identify mechanism(s) for review and update these requirements • Agree and implement a framework for addressing Priority requirements of end users, taking into account • existing inventoriesof major users needs and identified gaps • Commonalities and requirements from various users • Promote widespread awareness of GEOSS benefits throughout outreach component GEO 3 Capetown (SA) 25-27 Feb. 2004
From GEO 2 to GEO3 The UR&OSG took GEO 2 recommendations into account: UR&OSG meeting - Rome (27-28 Jan.) - resulting in : • Inputs for GEO report chapter • Identification of societal issues/ potential benefits as driving force for User Requirement analysis (feeded into F.D) • Better definition of user communities and involvement mechanisms • Organisation of user requirements and gap analysis (linking with ASG gap analysis) by UR&OSG members and participants • Ensuring interface with other GEO SG through : • liaison ensured with other SG by UR&OSG co-chairs • Participation at Rome meeting of CB and DU members • Participation of UR&OSG Co-Chair to ASG meeting Geneva. Toward A 10-year implementation plan Major working components for UR&OSG: Continue with GEO chapter report Continue with other SG the user requirement gap analysis linking it to societal benefits, starting with existing inventories This will contribute to the identification of high priority requirements Develop Users Involvement mechanism (building on existing examples, i.e, WMO RRR, IGOS-P, ….) Define how to update user requirements from developing and developed countries and their fulfillment (user satisfaction) over time (dialogue streams along the chain of information production and use) Develop an Outreach plan (in coordination with CB) Define Milestones (assessment of process), Reporting and Review throughout the 10-year implementation plan. UR&OSG next steps : • Gap analysis workshops (across SG) to discuss, compare and build on existing work • Outreach workshop (with CBSG and other). GEO 3 Capetown (SA) 25-27 Feb. 2004
