What is QZAB? (www.qzab.org) Zero to Low Interest, 10-15 Year Loan; Fed pays interest • Eligibility: 35% Students in a school on F/R Lunch • Fund Uses: Facilities Renovation, Energy Efficiency, Renewable Energy, Equipment • State Allocations: MDE has $50 Million • Application from MDE: Eric Lipinskie lipinskie@michigan.gov 517-371-8451 • Required Federal Mandates: 1) 10% Match from a business or nonprofit 2) QZAB Academydesigned in cooperation with business to enhance the academic curriculum, increase graduation and employment rates, and better prepare students for college and workforce • How QZAB is issued: 1) School District applies to MDE 2) School District receives QZAB funds from Financial Entities

How Does the Match Work? • NEF donates the 10% match to QZAB participants - each Academy course package (5 to 300 courses) valued conservatively at $70 • NEF 10% match is the most recognized QZAB match • The NEF 10% match meets all the Federal requirements stated in the QZAB legislation • Example: NEF 10% match for a $1 Million QZAB provides 1,430 licenses (= $100,000/$70) of Academy course packages, with a value of $100,000 • Each License allows one user unlimited 24/7 access to all the Web-based online 5- 300 courses in an academy for 12 months
What does it cost for the School? • Solution Site License (SSL) service fee of $30 per license to provide services essential for a successful Academy program--Mentoring, Motivation, Director Stipend, Learning Management System, Teacher Training and Tech Support • For example on a $1 million QZAB, the school district receives 1,430 SSL licenses for a fee of $42,900 – a 90% discount over full price of $429,000 at $300 per license • Funds for paying the SSL fee can come from any source Title I, Title III, EETT, 21st Century schools, other Federal funds, State funds, Foundation funds andGuaranteed Energy savings • Note: Course packages equal in value to 10% of QZAB are donated
Benefits of the QZAB CyberLearning Academy • A good portion of the SSL fees returned to the school system for the following benefit services that are not normally covered by traditional funding, but found to be very effective in meeting QZAB Academy mandates • Benefit Services: • Onsite Academy Director Monthly stipend/salary • Learning Management System (LMS) for Tracking of student progress and reports (similar to Blackboard, which charges $100/license) • Motivational Program: Teacher Stipends, Student Contests & Rewards (e.g., iPods), Parent Awards • Mentoring Program • Training for Teachers & Academy director • Tech Support
