STANDARD SPECIFICATIONS • Covers all aspects of highway and bridge construction. • Made up of 9 Divisions and 238 Sections. • Apply to all work let by the Department. • Most recent edition was published in Fall of 2015 (along with GS-15001). • Currently planned to issue every 3 years • This will be the last printed edition.

GENERAL SUPPLEMENTAL SPECIFICATIONS (GS) • Revisions to the Standard Specifications submitted and approved by members of the Iowa DOT Specification Committee. • Apply to all work let by the Department. • Issued every 6 months in April & October. • Sent out free to subscribers. • Also available on ERL and website.

SUPPLEMENTAL SPECIFICATIONS (SS) • Issued as needed to cover work not in the Standard Specifications. • Approved by DOT Specification Committee. • Assigned to specific projects as required. • Established work types and methods. • Typically the last step before inclusion in the Standard Specifications. • Available on DOT website and ERL.

DEVELOPMENTAL SPECIFICATIONS (DS) • Similar to a Supplemental Specification, but less established. • Approved by DOT Specification Committee. • Assigned to specific projects as required. • Typically include a controller (listed on the website) who is notified and approves each time the DS is used. • Available on DOT website.

SPECIAL PROVISIONS (SP) • Project specific. • Address an individual item of work not covered by other DOT specifications. • Can become a Developmental Specification if used multiple times over a period of time. • Not approved by Specification Committee. • Issued with proposal. • Previous SP’s available on DOT website.

Estimating Proposal • Proposal ID Number 44-C044-077 44 Is the 2-digit County Number (Henry) C044 The four digit number indicates that this is a county project, and the numbers C044 show that this is in Henry County. 077 Is the paren number representing a chronological sequence of the assignment of federal aid projects for this county. City projects begin with the number 6 or 7. Project No.ESL-C044(77)—7S-44

Estimating Proposal • DBE (Disadvantaged Business Enterprise) • If there is a DBE goal it is shown on the proposal as a percent of the total amount bid. • An eligible firm is an existing small business (in business over 1 year) at least 51% owned and controlled by one or more socially and economically disadvantaged persons.

  22. Estimating Proposal • “Predetermined Wages Are in Effect” • The Contractor will be paying a predetermined wage rate to his employees while they are doing any work on this contract.

  23. Contract Period • 1101.03 DEFINITION OF TERMS Working Day. Any calendar day, exclusive of Saturdays, Sundays, or a recognized legal holiday, on which weather or other conditions (not under control of the Contractor) will permit construction operations to proceed for not less than ¾ of a normal work day in the performance of a controlling item of work.

Contract Period • Late Start Date • Unless otherwise noted in the proposal form, the Contractor may commence work any time after receipt of the signed contract, weather and specifications permitting. • Charging of working days will begin on the Late Start Date if the Contractor has not started work prior to this date.

Helpful hints for the Inspector from the Proposal Special Provisions List • Smoothness Requirement applied to the project and any additional smoothness requirements • Storm Water Pollution Prevention Plan, if required • No Winter Free Time note, which means that working days will be charged after Nov. 15 until the project is completed, if it is not completed by that date.
