  3. Common Surprises • Unexpected environmental, cultural, political, etc. challenges • Unforeseen market shifts • Disconnect between Air Force and industry expectations • Proposal to negotiation and lease transition

  4. Risk Mitigation • Initiate environmental due diligence earlier • Current and relevant feasibility study or business case analysis • Increased industry interaction to verify/validate Air Force expectations • Effective communication (solicitation) of Air Force requirements

  5. Challenges Limited and controlled industry interactions • Opportunity Assessment, Feasibility Study and/or Business Case Analysis • Draft Request for Proposal/Qualification • Industry Day or Bidders Conference • Final Request for Proposal/Qualification • Industry Proposal Execution timelines versus window of opportunity
