The goals of the LCLS in the early operations phase: achieving FEL performance baseline goals as soon as possible commissioning the first instruments producing high-impact early science achieving a rapid and orderly transition to a general user program. LCLS Access Policy J. Schneider, J. Arthur, J. Galayda, J. Hastings
Tentative operation plan for LCLS Hours per fiscal year (Oct-Sept)
Every experiment must have a proposal (including special-priority experiments) 25% of available time for photon science given special priority for in-house research and Director’s Reserve 75% of available time for photon science allocated based on proposal ratings Steady-state operation plan
Proposals get special priority during early operation “Special Priority” means that in cases of equal rating by the review panel, proposals by Instrument Teams get priority “Early Operation” for the funded instruments means: 2 years from first commissioning, or 1000 hrs of Instrument Team experiments Limit: no more than 50% of time on an instrument in one scheduling cycle allocated through special priority SAC-approved Instrument Teams
Policy applies to groups wishing to supply new instrumentation that offers a significant addition of general utility to LCLS Must get support of LCLS (with evaluation by SAC) Then group and LCLS will negotiate with funding agencies Then group and LCLS will decide final layout and timeline, sign MOU Additional instruments for LCLS Groups making such contributions to LCLS instrumentation may negotiate a period of special priority for experiments
