- CONTEXT Where is Located Maputo Africa Mozambique Maputo
INTRODUCTION 1 • Mozambique is located on the southeast coast of Africa. It is bordered by Tanzania to the north, Zambia, Malawi and Zimbabwe to the west and South Africa and Swaziland to the south. From a geopolitical standpoint, Mozambique plays an important role as gateway to the countries of the interior. • Maputo, the capital of Mozambique, is the most densely populated urban area in the country, and its contribution is over 30% of the national Gross Domestic Product. Maputo is also the gateway for investors, tourism and migrants. • Maputo has a land area of 308 Km2 and about 1.3 million inhabitants distributed by its 7 Municipal Districts (Census 2007). • The city of Maputo is an entity with autonomy, administrative (government and assembly), financially and own assets, and can within the parameters established by law negotiate and establish agreements for partnership, collaboration, twinning and investments, with public and private entities. • The city of Maputo has a Development Program for 10 years called ProMaputo, which is based on five (5) pillars, namely (i) Institutional Development, (ii) Financial Sustainability, (iii) Urban Planning, (iv) Infrastructure and services, and (v) Metropolitan Development.
CHALLANGES AND INVESTMENT OPPORTUNITIES 2 2.1Institutional Development The city of Maputo has been focusing in the last 9 years in a strong collaboration between the public and private sectors, having pioneered the national level in the institutionalization of public-private partnerships as a way of providing infrastructure and public services. 2.2Financial Sustainability and Economic Development One of the challenges that the City of Maputo has for the coming years is to ensure their financial sustainability by 2016. At present, 30% of its budget is financed by external partners and credits. This scenario represents an opportunity for private entities entering in partnership with Mozambican institutions to establish PPPs that can bring mutual benefits.
CHALLANGES AND INVESTMENT OPPORTUNITIES 2 2.3 Planning and Urban DevelopmentLike any city of a developing country, Maputo is facing numerous challenges in the field of Urban Planning and Urban Development, hancebeing this an excellent opportunity for the private sector. Some examples could well be represented by the following projects: i. PolanaCaniço Redevelopment Project (625Ha)ii. Ecologic Park Development Project (650Ha) iii. Xipamanine Area Redevelopment Project (350Ha)iv. Development Plan for KaTembeDistrict (140Km2)

Polana CaniçoRedevelopment Project • Located in a prime land within the central area of Maputo, it has one of the best views to the Maputo bay. • Detailed stadies to start in weeks (Consultancy work). Typical partments for young and freshly merrid couples.

Ecologic Park Development Project • Located in the vicinities of Maputo city, it has a potential to consolidate Maputo city as a Touristic destination giving alternative to whom visiting Maputo for business to stay there for few days more without spending much time and money on travelling. • It has a650ha size and will be made available for investment througha BOT contract. • Detailed stadies to start soon.

Xipamanine Area Redevelopment Project • Located in one of the most culturally and touristically vibrant areas of Mozambique, it is also one of the most importante comercial areas of the city. • Redeveloping the area and the market will boost local economy. It is a haritage area.

KaTembe District Devolopment • Saparated from Maputo actual CBD by the Maputo Bay, KaTembe District is a prime land for development. • Master Plan has been recently concluded and will be soon approved by Mozambican Governmen. Needs investment on basic infrastruture, including the construction of a bridge over the bay wich will allow a direct connection to one of the best touristc areas of the country. Will also shorter the distance to Durban by about 100km. • Will soon be available for new touristic, residential and other development.
INVESTMENT OPPORTUNITIES 2 • 2.4Infrastructure and Provision of Municipal Services • The city of Maputo reported substantial progress in regard to building and maintaining infrastructure in recent years. However, the situation is still far from satisfactory. With a total network of 1.100 Km, being 40 % paved and 60% on gravel, the MM in the near future will continue to focus its efforts to improve its road network trying to follow the huge traffic growth. We see this also as an opportunity for consultancy firms which can tender for provision of consultancy works: • New road network; • Sewage and drainage Systems; • An integrated Transport System for the Metropolitan Maputo and its management (Maputo, Matola, Boane and Marracuene). (underway) • 2.5 Metropolitan Development • The metropolitan area of Maputo (Great Maputo) "has about 2 million inhabitants, of whom 1.3 million reside within the city of Maputo. According to statistics, this population will double within 20 years, puting more pressure to the existing transport system. • As the capital city, Maputo, attracts the largest number of outdoor trips which, associated to local travel, exceeds in peak hours the capacity of the road network, causing excessive delays in travel times, congestion and other externalities such as on invironment with consequences to citizens health.
CHALLANGES AND INVESTMENT OPPORTUNITIES 2 • Therefore, the city of Maputo has the sense of urgency to design a new integrated transport plan and new accessibilities. • A transportation system that promotes development of a city and provides quality of life for its users must unfailingly be guided by an efficient public transport and a road system to absorb the growth in vehicle fleet in a manner acceptable to the environment, or begin to regulate the indiscriminate use of motorized vehicles. In this context, we offer the following opportunities for private investment in the metropolitan area: • Investment in mass transportation system; • Management systems for electronic ticketing in public transport (underway); • Drafting of silo car parkingsand other facilities; • Implementation of BRT system in the metropolitan corridors; and • Implementation of intelligent traffic management.
CONCLUSION 3 • Maputo Municipality is now and will continue to be open for partnerships and collaboration with public and private entities in any domain as we see this as a way of redirecting our scarce financial resources to those sectors where private involvement is difficult or impossible.
