Announced plan to Congress on Sept 22, ‘93. • Required each US citizen and permanent resident to enroll in a qualified health plan; could not leave that plan until covered by another • Unpopular due to its complexity and the fact that Americans suspected this plan would cause an increase in taxes. • His “plan” was Defeated in Congress. "Don't Ask, Don't Tell" policy • Clinton's attempt to fulfill a campaign promise of allowing openly gay men and lesbians serving in the armed forces was the subject of criticism. [criticism for being too tentative in promoting gay rights and for being too insensitive to military life.] • Congress - which has sole power under the U.S. Constitution to regulate the armed forces - implemented the"Don't Ask, Don't Tell" policy, stating that homosexual men and women may serve in the military as long as their sexuality is kept secret.
Family and Medical Leave Act • Shortly after taking office, Clinton signed the Family and Medical Leave Act of 1993, which required large employers to allow their employees to take unpaid leave because of pregnancy, adoption of a child, or serious medical condition.
NAFTA • Clinton promoted another controversial issue during this period regarding free trade. • 1993: Clinton supported the North American Free Trade Agreementfor ratification by the U.S. Senate. NAFTA called for eliminating many of the tariffs set on products traded among the United States, Canada and Mexico

Waco,TX/ Branch Davidian Sect • Religious sect descended from Seventh Day Adventists- suspected of inappropriate sexual encounters with children on ranch • On February 28, 1993, the US Bureau of Alcohol, Tobacco, and Firearms attempted to search the Branch Davidian ranch at Mount Carmel, a property located nine miles outside Waco, Texas. An exchange of gunfire resulted in the deaths of four agents and six Davidians. A subsequent 51-day siege by the Federal Bureau of Investigation ended on April 19 when fire destroyed the compound.
Approximately 77 cult members, including David Koresh, died in the skirmish, either of gunshot wounds or from the fire. • The FBI was criticized for what were seen as heavy-handed tactics to end the siege and newly-appointed Attorney General Janet Reno was forced to defend her decision to use tanks and tear gas

Bombing Casualties • The toll eventually reached 168 confirmed dead, not including an unmatched leg that might be from a possible, unidentified 169th victim. Of these, 160 were killed in the Alfred P. Murrah Federal Building, four people in the Athenian Building, one woman in a parking lot across the street, a man and woman in the Oklahoma Water Resources building, and a rescue worker struck in the head by debris. The victims ranged in age from three months to seventy-three, not including unborn children of three pregnant women. Two people died, and 111 were injured. • Why? Revealing his motives for the first time, Eric Robert Rudolph blames the death and violence behind the four bombings he's confessed to in Georgia and Alabama on the legalization of abortion and "aberrant sexual behavior." • All the wierdo’s in 1 place!!! Rudolph will likely serve his time at a "supermax" federal prison in Florence, Colorado, which also houses "Unabomber" Ted Kaczynski and Ramzi Yousef, mastermind of the 1993 World Trade Center bombing. Pearl High School Shootings • 1st High School Shooting – Luke Woodham (mentally unstable) • The killings....Oct. 1,1997 Luke Woodham stabbed his mother to death, and then went to Pearl High School with a rifle. He shot and killed Christina Menefee, 16, and Lydia Dew, 17. Then, he shot seven other students. • As he left, another student cut his car off, then Assistant Principal Joel Myrick ran up, sticking his .45 pistol in Woodham's face, and then police came.

Space Shuttle Columbia Disaster • Feb. 1, 2003 • Caused by damage sustained during launch when a piece of foam insulation from the external fuel tank peeled off during the launch 16 days earlier, puncturing the edge of the wing. • Upon re-entry, hot gases entered the wing, destroying the support structure. The shuttle disintegrated over Texas.
