  2. CA organisation • CA – private company – works on the basis of a contract concluded with the Ministry of Internal Affairs of Estonia • RA – state authority - Citizenship and Migration Board • Card factory – TRÜB Estonia

  3. Status of the national deployment of the eID • The card was initiated in 2002. To date 750,000 cards have been issued (at present the card is compulsory for 70% of the population)

  4. Status of national deployment of eID • Basic functions of the eID card:- official ID document - European travel document - support of on-line access to e-Services • Validity period • Cards: 10 years • Certificates: 3 years

  5. Status of national deployment of eID • Price of the cards for citizens: 10 euros • Price of card readers: 12 euros • Software: free of charge • CA provides software on the Internet

  6. Basic ID function • personal data is preserved in • a certificate • personal data file • There will be a second chip with biometrics which comply with ICAO recommendations

  7. Basic signing function • Certificate of signature with a long-term proof value and infrastructure services • Time stamping • Certificate validity confirmation

  8. eID based services • Estonian public sector must accept digitally signed documents – ID cards can be used for hundreds of services in Estonia

  9. eAuthentication Business models; financial • CA – is paid according to the contract signed with the state • Use of cards is free of charge for citizens • The price of certificates with massive use issued to organisations is specified by the CA’s price list

  10. eAuthentication Business models; public/private partnership • Any (private) company can use the card

  11. Current use and plansin biometrics (if applicable) • A second chip containing biometrics will be added to the card • Facial image • Fingerprints • Biometrics added to the card comply with ICAO standards
