Yes - The Population Information Act and Decree (1993) The Identity Card Act (1999) Act on Electronic Services and Communication in the Public Sector (2003) Directive on Electronic Signatures Act on Electronic Signatures (2003)

    3. 2. CA organisation Responsible CA organisation: Population Register Centre (PRC) The background of the organisation: The position of PRC as the CA is based on the Population Register Act. PRC operates under Ministry of the Interior Card/ Certificate issuer: the Police/ PRC No. of certificates stored on the eID chip:2 certificates; authentication certificate and digital signature certificate What access mechanism is used for each private key (explain if more than one): PIN code

Status of National deployment of eID Is the eID card obligatory: No Number of inhabitants: 5.275.000 Number of eID cards issued as of October 2006: ca. 123.000 Number of certificates activated: ca. 104.000 Yearly growth rate: 35.000 The expected number of eID cards by the end of 2007:160.000

    8. 5. eAuthentication cross border usage and harmonisation Are there agreements with other national smart card issuers (either per country or bi-lateral) for mutual recognition of cards? Status and targets of these agreements and timetable how to proceed: MOU was made with Estonia in 2003 Goal: to share information, unify standards on ID cards and digital signature, promote open software solutions and digital document and signature handling between Finland and Estonia as well as enable cross testing of eID cards to ensure compatibility of solutions.

    9. 6. Next steps in your country? On 21.8.2006 Finland started to issue ePassports including digital photograph and certificate. The role of PRC is Certification Service for ePassports. The next step is to include fingerprints on the ePassports. Gateway project: a support service for E-services for conveying data on identified user securely for use in e-services and offering packaged support functions to e-service processes incl. time-stamp and eApostille

    10. 7. Future of eID What is expected of the eID in the future? (Development of harmonization, e-services, biometrics, volumes etc.) Further harmonization and close co-operation in order to achieve interoperability Development of interoperable services based on the EU Directive on Electronic Signatures and generally accepted standards Monitoring the Biometric identification Monitoring the dissemination of eServices and use of eIDs

    11. 7. Future of eID What is expected from the Porvoo Group in the future? (Cooperation with groups, permanent working groups within Porvoo Group etc.) New co-chair for Porvoo Group Closer co-operation with the EU Commission and its relevant body Closer co-operation with the relevant groups focused on harmonization (GCF, open source eID interoperability demonstrator project, Tunic� ) Need for a permanent working group within the Porvoo Group? Who provides the resources?
