Achieving and sustaining ODF takes time! 0% 100% Open defecation • Thailand 2000 1960 Bangladesh 2016 1990 Vietnam 1990 2016 Kerala 2016 1991 Haryana 2017 2001 ….South Korea, Singapore, Malaysia, Sri Lanka, Indonesia and others, have achieved and sustained universal ODF status. It was a long term endeavor.

Back to South Korea: What did it take? • Amovement: New Village (saemaulundong) • Presidential leadership and personal involvement • Build a Modern Way of Life: an aspirational vision for everyone and behavior change • Reliance on government structures empowering collective action by rural communities, especially women

But also aRole for the Private Sector… • Sanitation and hygiene supply chain as • self-sustaining businesses: • Delivering behavior change messages • Latrine construction, expansion, repair… • Emptying services and waste treatment • Upgrading to waterborne solutions andindoor plumbing • Sales of hygienic products • Turning waste to resource • PPP opportunities for sludge collection and treatment

Incentives: Reward collective performance • Performance based fiscal transfer programs have proven effective to reward: • Community-wide achievement of effective and sustained facility use • They can also create healthy competition (as well as naming and shaming) • Incentives can be financial… and non-financial

Conclusion: Turning Waste into Health and Wealth Focus government efforts on setting vision, Recognize behavior change takes time and needs continued, repeated and adaptive messaging Long-term objective is to establish sustainable sanitation market Need for continuous learning and sound evidenced – based analytics to shape policy
