Gas Regional InitiativeNorth West • Three regional priorities to facilitate cross-border trade • sound investment climate • better use of capacity • greater transparency • Transparency project has been successful • Increased TSO compliance with deliverables from 50% to 90% • TSOs committed to publishing remaining 10% by December 2009 • Reduction in cross-border points subject to less than three shipper rule from 35 to 20 (out of 126) • Network operators, network users and regional regulators working together and achieving impressive progress
Transparency Project • Project based on 2 areas of Networks users’ minimum requirements: capacity availability and gas flow information • Seventeen TSOs agreed to publish daily information for seven deliverables • TSOs to publish data at cross-border interconnection points except where less than 3 shipper rule applies • TSOs agreed to publish by one of three milestones: May, September or December 2008
How does the project relate to European transparency? • Info on network capacity and gas flows- key for new entrants • Annex 3 of regulation 1775/2005 requires: • Information on maximum technical capacity, total contracted and interruptible capacity and available capacity • Project goes beyond existing legal requirements • Requires all info on a daily instead of monthly basis • Information on day-ahead shipper nominations Useful tool for implementing existing legal requirements
Need for a second phase? • GRI NW regulators, transmission operators and network users are in the process of agreeing new deliverables • Network users’ minimum transparency requirements • New third package requirements • European Commission transparency guidelines • Potential 3rd package requirements for new project? • Information related to system demand • Information on balancing (not linepack) and gas flows • Transmission operators developing a proposal… • … GRI NW stakeholder group meeting on 9 June in Paris
Gas storage transparency • GRI NW regulators working with Gas Storage Europe (GSE) wrote to storage operators to request early implementation of the third package- positive reaction! • Address security of supply concerns ahead of winter period • Updated weekly • Volume of gas in storage • Eight hub areas • Some major storage • operators missing 1 October and 30 November 2009 • Updated daily • Volume of gas in storage • Aggregated inflows • Aggregated outflows • Eight hub areas • Including all major storage • operators
Conclusions • Real wins in publishing gas flows & capacity information • TSOs now 90% compliant with deliverables compared to 50% at the start of the project for capacity availability & gas flows • Storage operators committing to early implementation of third package ahead of winter • Next project to implement new legal requirements? • New third package requirements • Legally binding guidelines • Urge TSOs to continuing improving transparency!
