The GRI NW road map • Road map envisages implementation and pro-active work
Spin off of road map • Road map identified need to evaluate and redesign structure • Implementation work is different from pro active work • Structure and organisation should be suitable to perform future work • Revised structure should meet expectations of stakeholders Drafting of an operating statement
Proposed approach by lead regulator Consultation Operating statement Work plan Project mangt. Co-ordination Roles & responsibilities Lead regulator has spoken with different stakeholders Operating statement has been drafted to determine new structure and the way GRI NW does business Presenting operating statement at the 8th Stakeholder Group meeting and gain feedback on document
Main views of stakeholders • GRI NW serves a platform for stakeholders to meet and built trust: an essential ingredient for market integration • Work plan should have clear focus, aligned with European agendas and projects should be limited (but tangible results) • GRI NW provides opportunity to share best practices but also to influence FG/network codes and co-ordinate proper implementation • NRA’s should continue to co-ordinate RI, but member states/ TSO’s should be central players to ensure progress
Stakeholders view on roles & responsibilities • Joint ownership is seen as prerequisite for proper implementation Member states: ensure implementation and provide high level policy input 1 Roles and responsibilities NRAs: undertake co-ordinated regulatory implementation, monitoring and (where necessary) enforcement 2 3 TSOs (and other stakeholders): undertake practical implementation
Proposed new structure for GRI NW Stakeholder Group (Stakeholders, member states, NRAs, Commission, ACER, TSOs) Steering Group (member states, NRAs, TSO’s, EC,ACER) Regulators Co-ordination Committee Task force Task force Task force • Task forces will consist of relevant stakeholders and will execute projects that are identified in the work plan
Proposed drafting process for work plan • Criteria for projects • Related to FG/ network codes • “Buy in” expected from relevant stakeholders • Linked to EC 3-year work plan • Aligned with agenda of ACER/ ENTSO-G Steering groupProviding input RCC Drafting of work plan RCC Drafting of work plan Stakeholders Feedback on proposal Finalized work plan
Proposed process for regional consultation • Consultation co-ordinated at regional level is seen as effective and efficient • Consultations will be: • Co-ordinated by the lead regulator • Consultations could be issued regionally or nationally (but in a co-ordinated way) depending on the issue. This will help stakeholders as well as be efficient • Enable a common understanding of the issues and a sharing of resources (reducing duplicated efforts) • The specific approach will be determined by the topic An implementation plan for each project will facilitate co-ordination
Proposed next steps • Receive Stakeholder Group feedback on proposals and finalise the operating statement • New structure to be implemented in 2011 with enhanced project management processes • Enhanced co-ordination with other institutions and bodies to be implemented (including with Acer, Commission, member states)
