Today’s meeting will finalize key materials generated to date and review the key content for the Conceptual Plan. Draft Vision Example Vision Statements: • Through the NY Rising Process, Rockaway West aims to improve the overall readiness, capacity, and strength of its Communities to prepare for, respond to and quickly recover from weather-related events, particularly surge and flooding, meeting the overall need to maintain self-sufficiency for an extended period of time. • To be a vibrant and sustainable community that enables residents and visitors to enjoy the bounty of all of its assets, especially the natural beauty of the Beach and Jamaica Bay. • Our vision is to empower and rebuild the diverse communities of Rockaway West to be prepared, vibrant and resilient in facing the common economic, social, physical, and environmental challenges in our coastal neighborhood. 7. Identification and Understanding of Risk: FEMA PWMs (2013) FEMA Preliminary Work Maps (PWMs) • Issued June 2013, incorporating more accurate modeling, to improve upon 1983 FEMA Flood Insurance Rate Maps (FIRMs) • Preliminary FIRMs to be released by end of 2013 • Final Effective FIRMs replacing 1983 FIRMS to be released in 2015
7. Identification and Understanding of Risk: NYS DOS Risk Map NYS DOS Risk Areas • Extreme Zone contains FEMA V zone, areas subject to shallow coastal flooding and prone to erosion, and adds 3 feet of sea level rise • High Zone contains areas in the 100 year flood zone (FEMA V and A zones) and adds 3 feet of sea level rise

Key Strategies, Projects, and Programs (preliminary) Conceptual Plan requires only a description of how these will be developed: • Identification of strategies by November 30, 2013 • To achieve rebuilding, resilience, and economic growth (Ex: new investment in infrastructure to increase resiliency) • Conducted Planning Committee, public meetings, and online outreach • Identification of projects, programs, actionsby January 2014 • Projects (Ex: new seawall) • Programs (Ex: annual sand harvesting from beach for dune construction) • Actions(Ex: work with Army Corps, DOS, other agencies to approve, fund, implement seawall and sand harvesting) • Conducted through Planning Committee, public meetings, and online outreach • Alternatives evaluation and prioritized list by March 31, 2014 • Assess feasibility, cost, risk reduction, co-benefits, funding availability, and degree of public support, and conduct cost-benefit analysis.
