CURRENT STUATION • 400+ residents in Royal Oaks pay full Maryville City property tax rates • Royal Oaks residents also pay an association fee of $504 per year for 2011 • Streets and the sewer system in Royal Oaks are private and not maintained by city of Maryville. • Residents pay the normal storm water fee of $3.97 per month, but also fund any storm water projects in our community.
HISTORY OVERVIEW • For reasons not totally apparent to the current ROPOA board, and most of the homeowners the developer was allowed to develop the community with streets and sewers that did not meet Maryville City standards • The Royal Oaks community was annexed with maintenance of streets and sewers excluded from city of Maryville’s responsibilities
MOVING FORWARD • The Royal Oaks community would like to become fully annexed without exposing the city of Maryville to any financial risk beyond what is normal for any other community in the city • We would like to have streets and sewers accepted by the city and Royal Oaks would advance the City sufficient monies to “normalize” the financial risks
PROPOSAL FOR STREETS • City to accept all streets as is • ROPOA to advance City sufficient funds to meet rework/repaving required for future • No requirement to address fact that some streets do not meet city standards
PROPOSAL FOR SEWER SYSTEM • City to accept all main and lateral lines. • ROPOA to retain grinder pump and lines to sewer • No requirement to replace current PVC piping with ductile iron piping • ROPOA to advance the city of Maryville funds for future needs
Advantages For City • Money “in Pocket today” • Happier tax payers • Avoid possible future litigation • Eliminate de-annexation question
PROPOSAL FOR FUTURE STORM WATER PROJECTS • We are requesting that any storm water projects are to be engineered, coordinated and shared funding by the city of Maryville

PVC vs. Ductile Iron Sewer Pipes • The city of Maryville prefers ductile iron for sewer pipes. However: • There are advantages and disadvantages to all types of sewer pipes • PVC pipes are proving to have very long useful lives. Experts are now estimating life spans in the range of 100 years. • PVC is now in use by many communities (see list attached). 85% of the largest 100 cities in the US use PVC in their waste water applications.
