MOTOR VEHICLE INSPECTION SYSTEM (MVIS)To ensure motor vehicles’ roadworthiness, compliance to smoke emission standards, safety measures and international motor vehicle standards • Implementation will be thru the MVUC Fund - 6 stations (22 lanes) using the 2006 Fund - 9 stations (27 lanes) using the 2007 Fund - additional lanes to include Region V and other key cities nationwide using the 2008 MVUC Fund - Type approval using the 2009 MVUC Fund . TOR is being finalized by the TWG created for the implementation of the MVIS Project . Target date for the bidding and awarding is by the end of 2006 . Project mobilization and installation by Jan-June 2007 . Operational Testing by July 2007 . Operationalization and actual inspection by August 2007
NATIONAL CFC PHASE-OUT PLANTo eliminate the remaining consumption of CFCs that deplete the Ozone Layer • Implementation started in May 2006 with the issuance of the JAO and the IRR on the enforcement of regulations on the implementation of the NCPP on motor vehicles under the revised chemical control order for ozone depleting substances • Manual on mobile aircon inspection and refrigerant identification was completed, nationwide training for inspectors was conducted, public hearings were conducted. • 44 units of refrigerant identifiers were provided by DENR to LTO in September 2006 • Composite teams to conduct roadside inspection are being organized • Development of the system for the inclusion of information on the MAC system to the LTO IT Project is ongoing
PETC INTERCONNECTIVITY PROJECTPETCs will be interconnected with the LTO IT Project to validate the authenticity of the CEC prior to motor vehicle registration • An interconnectivity committee was created to work on the project and the committee is currently in the process of prequalification of IT providers . Public information campaign will be conducted for the procedure for securing CEC smoke emission test requirements . List of authorized PETCs will be uploaded in the website.
APWG PARTICIPATIONThe ASEAN program on full integration of Automotive Product Sector has been set by year 2010 in realization of the ASEAN Economic Community which is the end goal of the ASEAN economic integration. Common and specific measures which has been identified is “standards and conformance” wherein harmonization of ASEAN safety, emission and fuel property standards based on UN-ECE regulations and development of MRA, among others, have been set for 2008 • Establish ASEAN common harmonized regulatory scheme for automotives which includes emission and fuel requirements • Immediate implementation of the MVIS Project to enable mandatory implementation of the Philippine National Standards
V. WP29 PARTICIPATIONWP29 is a working party for harmonization of vehicle regulations, acting within the framework of policies of the United Nations and the Economic Commission for Europe (ECE) and subject to the general supervision of the Island Transport Committee. It initiates and pursue actions aiming at the harmonization or development of technical regulations or amendments to such regulations which may beaccepted worldwide, and which are directed at improving vehicle safety, protecting the environment, promoting energy efficiency and anti-theft performance, providing uniform conditions for periodical technical inspection and strengthening economic relations worldwide, according to the objectives laid down in the respective agreements • An Executive Order was drafted for the creation of an inter-agency committee on harmonization of vehicle standards and regulations, for finalization • The TOR of the committee on harmonization of vehicle standards and regulation was drafted, for finalization • The Master Plan on the harmonization of vehicle regulations was drafted and being circulated for comments of all concerned government agencies • Consultation on the Master Plan will be conducted sometime in October 2006
IAC-UTE-TWG Inter-agency Committee on Used Trucks and Engines • A memorandum of Agreement on the Rebuilding Program by and among BIS, BOC and LTO was drafted to ensure that all rebuilt trucks, buses are legally acquired, safe and roadworthy and meet the standards on exhaust emission as required by the Philippine Clean Air Act. • ANTI-SMOKE BELCHING CAMPAIGN . Funds were released to the LTO regional offices for the procurement of gas analyzers and opacity meters that will be used for the roadside inspection. . Budget for repair and maintenance of equipment was included in the LTO requirements under the MVUC Fund
VIII. ADVOCACY IN THE USE OF ALTERNATIVE FUELS • Review and amend AO 82-006 on the guidelines to be observed in the inspection and registration of auto LPG motor vehicles
