What Is the HSA-Alt? • The HSA-Alt is an assessment system that can be accurately and reliably administered by certified Test Administrators. • The assessments are structured around a series of tasks and items that are organized with respect to both communication level AND student achievement level. • Tasks and items are accessible to students with significant cognitive disabilities. • A specific script and most materials for test administration are provided. • The assessments are administered individually, and the length of time needed for test administration varies. • Using a random selection process, a Second Rater will also be required to record the responses of some students’ assessments.

  5. Who Takes the HSA-Alt? The Elementary and Secondary Education Act (ESEA) and the Individuals with Disabilities Education Act (IDEA) require that states provide an alternate assessment for students with the most significant cognitive disabilities and that it be offered for each content area assessment available to the general education population. Students with significant cognitive disabilities are individuals who display limited cognitive abilities that may be combined with physical limitations or behavioral limitations or both and who require highly specialized educational programs. The HIDOE criteria for participation have not changed and will be available on the HSA-Alt portal.

  7. Who May Administer the HSA-Alt?

Second Rater Policy for 2013-14 • Which content area will require a Second Rater for this year’s administration? • This year the Second Rater will only score the Reading Assessment. • Which students will require a Second Rater? • 70% of students in Grades 3-5 • 70% of students in Grades 6-8 • 100% of students in Grade 10 • Students identified for Second Rater Scoring will be identified on a roster that will be included in the test kit box.

Role of the Second Rater • What is the role of the Second Rater? • The Second Rater observes while a Test Administrator presents the Reading assessment to a student who is taking the HSA-Alt. • During this observation, the Second Rater completes a paper score form or may enter scores directly into the online Data Entry Interface. • The Second Rater may ask the Test Administrator which task he or she will administer first and whether there are any accommodations or unique ways that the student will respond to questions. • The Second Rater and Test Administrator may not discuss individual scores or student responses during or after the test administration (the Test Administrator can inform the Second Rater during the Reading assessment if an item is being skipped due to access limitations).

Optional Online Administration • Available to students who start the alternate assessments at either task # 3 or task # 6 • To participate in the HSA-Alt Online/iPad administration, it is recommended that students have: • adequate vision and hearing with or without correction, • established methods of receptive and expressive communication; • the ability to follow verbal or signed one- and two-step directions.   12. Optional Online Administration • TAs interested using this option must do the following: • Familiarize themselves with the “Guide to Navigating the Online HSA-Alt Administration” • Practice administering the online assessment by using the available Training Test.

HSA-Alt TC Responsibilities Before the Administration: • Ensuring that all TAs and Second Raters have been entered into TIDE (TIDE Guide: Managing Users pg 29-38) • Ensuring that all TAs and Second Raters are trained and certified to administer the HSA-Alt (by attending the face to face training session in February) • Receiving and inventorying the HSA-Alt Test Materials against the School Packing Lists and Teacher Security Checklist • Informing TAs if their students have been selected for a Second Rater in Reading • Distributingthe HSA-Alt Test Materials to TAs • Reminding TAs to inventory the materials against the Test Security Checklists and Test Kit Checklists (located inside kit). If there is a discrepancy they must report it to you immediately • Ordering additional test kits, if needed

HSA-Alt TC Responsibilities During the Administration: • Implementing security procedures and reminding staff that the HSA-Alt is subject to Hawaii Test Security Requirements • Reviewing with TAs the “Returning Materials to the TC” section of the Test Administration Manual (TAM) to ensure proper packaging and return of materials to the TC

HSA-Alt TC Responsibilities After the Administration: • Informing TAs that they must return HSA-Alt Test Materials to the TC by the time specified • Collecting HSA-Alt Test Materials from TAs at the end of the test administration window and following up on materials not submitted by the deadline • Ensuringthat all HSA-Alt Test Materials meet the packaging requirements and then sealing and labeling each box for return shipment • Packaging HSA-Alt Test Materials and shipping them to AIR.

HSA-Alt Materials: Receiving Materials The school shipment includes the following: • TC Kit – This kit will include a School Packing List, Teacher Security Checklist (for every TA administering the HSA-Alt), Second Rater Roster, Second Rater Test Answer Key Document, 1 TA Manual, 1 TC Manual, and return shipping labels. • TA Kit (one per teacher, per grade band taught) – Test booklets, Reading Passage booklets, printed manipulatives, and physical manipulatives for all 3 subject areas, 1 TA manual, and one Test Kit Checklist

HSA-Alt Materials: Receiving Materials School Shipping Documentation • School Packing Lists – This document lists the total number of kits you received in your shipment and the serial numbers that should be listed on the actual kits • Security Checklists – This document is specific to each TC by name, school, and the serial number of the kits that have been assigned to them. • Second Rater Rosters – This document lists the name of the student(s) who should have a second rater in Reading, along with the name of the Test Administrator for the student(s).

HSA-Alt Materials: Returning Materials • All test materials should be inventoried and placed in their original boxes (TA kit box) • All other boxes should contain the following materials: • Signed Teacher Security Checklist(s) • Signed School Packing List • Second Rater Student Roster • Optional ScoringWorksheet(s) • Second Rater Optional Scoring Worksheet(s)and Test Answer Key • Any Teacher or Student-generated materials used for the assessment administration

HSA-Alt Materials: Returning Materials • Test Administrators should return allprinted materials (test booklets, response cards, posters, and passage booklets) to the Test Coordinator. • Do not return physical manipulatives. • There is a checklist on returning your materials (located in the Test Coordinator Manual). • Please double-check everything before it is returned to AIR. • Schedule UPS pickup for the return of HSA-Alt test materials to AIR no later than May 20, 2014 • Schools that do not have regular UPS deliveries should contact AIR Help Desk for assistance
