NARC’s Mission • National non-profit organization • Represents multi-jurisdictional regional planning organizations – large and small, urban and rural • Formed by NACo and NLC; governed by local elected officials • President Hon. Ron Morrison, Mayor, National City, CA • Concentrate on four core areas: Transportation; Economic & Community Development; Homeland Security/Public Safety; Environment • Provides advocacy, training and technical assistance • Strongly supports building livable, sustainable communities through multi-jurisdictional, regional cooperation in urban, suburban and rural areas that are reflective of local elected decision-making and community choice.

MAP-21 Implementation Roundtable Background • 27-month authorization (expires 10/1/2014) • Current funding levels maintained plus inflation • $105 billion for FY13 & FY14 (~$53 billion/yr) • ~$41 b/yr for federal highways • Eliminates Equity Bonus, gives 95% RoR to States • Transfers $18.8 billion to HTF from GF • Congressional reauthorization hearings already occurring • What are the implications for Regions as the law expires before all the deadlines happen?

MAP-21 Implementation Roundtable Outcomes • Partner with regions of all size, • Performance-based planning increasing this trend • Maintain flexibility to achieve federal policies, • Create an intermodal freight program • Align federal mandates with federal authorities, and • Avoid programmatic clawbacks • Require MPOs to conduct goods movement planning and outreach, but no defined regional role
MAP-21 Implementation Roundtable Outcomes • Increase the size of the federal program • Not enough money to meet basic federal priorities • Local governments raising new money • New federal planning requirements, but no increase in federal funding • Need both funding and financing tools
