  13. Infrastructure for European Metrology & Standards Research (Example of NMP policy in action for the long haul) 2002-06 2007-13 2014-20 FP6 FP7 Horizon 2020 MERA iMERA iMERA Plus EMRP EMRP - II • €64.6 M • ERA-NET Plus • EU/MS (1/3 ::2/3) • 19 Countries • €400 M • Article - 169 • EU/MS (1/3::2/3) • 22 Countries ? - ERA-NET http://www.emrponline.eu/ Key: MERA = Metrology European Research Area EMRP = European Metrology Research Programme

  14. Importance of Environment, Health & Safety for Engineered Nanoparticles for Nanomanufactured Products

  15. FP7 EHS R&D For Nanotechnology • Large amount of EC funding deployed ~ €150 million (10% of NMP Nanotechnology Unit budget) • 33 projects and large multi-disciplinary community sharing knowledge and materials creating a new field of science • Strong potential to contribute to the development of new metrology methods and key standards • Lack of awareness of standards activities amongst nanotechnology R& I Project teams and vice versa

  16. Summary of FP6/7 Environment, Health & Safety Projects Supporting EC REACH Strategy for Engineered Nanoparticles REACH & CLP Regulation, Classification, Labelling, & Packaging of Nanomaterials Marina Marina Nano Device Nanofate NaNex Nano NanoGen Tox FRAMING NANO Nano House EU Observatory Nano Impact Net NHRES Nanolyse Nano Immune ENPRA ENNSATOX NANONEXT Qnano QSAR & Modelling NanoReg New ENPs Submitted For regulatory testing REACH & CLP Approval Nano PolyTox Mod NanoTox NanoReTox Neuro Trans Kinetics Nano Sustain Cell NanoTox Nano Valid Nano Interact Nano SIINN Nanosh ModNano Tox European Industry Development & Scale up of novel nanomaterials Nano Registry Nano Test Nano Futues Neuro Nano Research Infrastructure Regulatory Testing Infrastructure Key Experimental EH&S projects Experimental EH&S projects containing some modelling research NanoFutures European Technology Platform – 12 Industry Sectors Input into nanosafety research needs

  17. High-Throughput Screening Data Mining Risk Management Modelling &Simulation Importance of High-Throughput Testing in Europe’s Nano E, H & S Risk Management Strategy Instrumentation Metrology Analytical Methods Human Health Studies Environmental Studies Human & Environmental Exposure Risk Management Methods Standardisation Empirical QSAR Theoretical QSAR • Captures real quantitative knowledge on risk • Accelerates rate & quality of risk assessment • Reduces overall costs longer term

  18. Recommendations for Nano EHS Metrology Focus on:- • Implementation of the Nanosafety Cluster’s strategy • Development of an “Innovation pathway” for EHS Projects • Establishment of centre(s) of excellence in EHS • Integration of EHS research with industrial priorities through the activities of the NANOFUTURES European Technology Platform (ETP)* Note: * NANOFUTURES integrates needs of 12 industry sectors

  19. Recommendations for Nano EHS Standards • Specific funding for translational work to enable continuation after a project has finished to support standards development • Development of common data bases for information sharing plus specific funding to develop underlying data structure (e.g. for toxicity or exposure data) • Consider all currents work is concerned with 1st generation nanomaterials. Translation of this work to standards and planning for 2nd, 3rd & 4th generation nanomaterials should be prioritised

  20. Knowledge Value Chain Horizon 2020 - 3 Pillar Structure

  21. Concluding thoughts • Velocity of creation of new value chains defines competitivity for emergent technologies • Rapid creation of new metrology methods and standards are essential for delivering emergent technologies to application in a timely manner • FP7 Nano EHS research in risk management for engineered nanoparticles needs to be converted into policy and regulatory testing during Horizon 2020 • NMP has been developing a coherent policy for metrology and standards together with Member States National Metrology Institutes since FP4

  22. Long View for Metrology & Standards Technical Skills? • Long-term trickle down effect to PhD, MSc & BSc training? FP7 ERC Advanced & Starting Grants (2007-2010) * Grounded theory cluster analysis”, T Wilkins & N Delyanakis, EC EAG, Nov 2010
