This position, which is totally unacceptable, cannot be allowed to continue - Enough is enough.Consequently, a vigorous campaign to claim back our roads and to stop the slaughter of innocents on our roads needs to be embarked upon – Operation Juggernaut over the next three months, including the forthcoming festive season.
Contributory Factors to Crashes • Unroadworthy and Unfit Vehicles – particularly • Buses • Trucks • Minibus Taxis Unfit and unlicenced drivers of these vehicles, and General reckless, negligent and inconsiderate driver behaviour
Supportive Statistics • There is a total of 60,127 vehicles of which the Certificate of Roadworthiness (CRW) expired which need to be targetted. • 15,130 (25,16%) are Heavy Passenger Transport vehicles, licenced to transport 12 or more passengers (buses, bus trains and certain minibus taxis), 24,583 (40,89%) Trucks (to draw) and 20,414 (33,95%) heavy load Trailers (>3,5t).
Supportive Statistics The total number of unlicenced vehicles is 279,597 of which 111,518 (39,89%) are in Gauteng.
Supportive Statistics The high number of Professional Driving Permits (PrDP’s) that are shown as expired, 337,119 (28,62%) out of a total of 1,177,766, on the National Traffic Information System (NaTIS).
Purpose of Juggernaut Although the thrust of Operation Juggernaut, in support of Arrive Alive, is against unroadworthy freight vehicles, buses and minibus taxis, all other unroadworthy and unlicenced vehicles, as well as unlicenced drivers, drivers whose PrDP’s expired and drivers under the influence of alcohol, will also be targeted through intensified law enforcement.
Juggernaut Time Frame • Major period with high visibility and high level of operations : Sun 9 Nov – Sat 29 Nov • Lower scale, but continuous from 1 Dec 2003 to the end of Jan 2004
Juggernaut Operations Major cities with multi jurisdictional enforcement partnerships will be surrounded by a ring of steel so that every suspect vehicle within a 20 kilometre radius of a weighbridge or vehicle testing station will be escorted in for examination to determine the safety of the vehicle. As many as possible additional special roadblocks will also be set up.
Mandate for Juggernaut The Arrive Alive Business Plan, recently approved by both COTO and MINCOM contains, amongst others, intensified law enforcement and control of driver and vehicle fitness aspects prior to the start of the school holidays and the December 2003 / January 2004 festive season. The proposed project, which describes the required actions to be taken over this period, is in line with this decision.
