  1. Multifunction Phased Array Radar Radar Operations and Maintenance (O&M) Cost Data Collection and Analysis Update PAR Work Group Magda Batista-Carver June 21, 2007

  2. Radar O&M Cost Data Collection • Being developed in response to MPAR Working Group Action Item # 2007-1.2, “Complete life cycle cost analysis for legacy radar systems”

  3. Purpose • Form key input for overall cost benefit analysis for MPAR Business Case • Systems to be included • 171 WSR-88Ds (NEXRAD) • 47 Terminal Doppler Weather Radars (TDWR) • 135 ASR-9s/Mode-S • 149 ASR-11s • 118 Long Range Radars (LRR) • ARSR-1 through 4 • FPS-20/60

  4. Methodology • Adopt standardize Work Breakdown Structure (WBS) to ensure consistency between FAA radar and NEXRAD costs • Collect and analyze historical data for baseline • Projected costs include • standard inflation • failure rate estimates of major components

  5. Work Breakdown Structure Template N/A: Requirements are not applicable

  6. WBS Element Examples

  7. Challenges • Inability to collect detailed cost information • Inability to breakout corrective and preventative maintenance costs • Inconsistent terminology • Collecting and integrating NEXRAD tri-agency cost information

  8. Status

  9. NEXRAD Team Composition • National Oceanic & Atmospheric Administration • Tim Crum • Marty Williams • Russ Cook • Department of Defense • Mike Spaulding • Office of Federal Coordinator for Meteorology • Mark P. Weadon • Federal Aviation Administration • Magda Batista-Carver

  10. NEXRAD Unique Cost Factors • Archival costs • NEXRAD Radar Operations Center (ROC) • Product Improvement Categories • Performance Enhancement (e.g., Dual Polarization, Radar Product Generator Refresh, etc.) • Obsolescence • Reliability (e.g. Open Radar Data Acquisition (ORDA), trigger amplifier, etc.)

  11. Next Steps • O&M Cost Working Group • Continue to collect and analyze cost data • Complete final report by October 2007 • PAR Working Group • Use O&M Cost final report as a key input to a PAR Business Case
