EDS 3 – Early Delivery Systems Purpose for Testing • During EDS 1 PtP testing, data points for generation resources were tested with simulated values - no real-time values. • QSEs with resources need to enhance their systems to begin providing real-time values for SCED. • ERCOT plans to test these points with real-time values from the QSE’s Nodal system in Oct 07 to ensure that each QSE is adequately prepared to provide all data needed for SCED to operate effectively. http://nodal.ercot.com 11
EDS 3 – Early Delivery Systems • Integrated SCED Execution – Real Time ICCP • Points needed for basic SCED testing • Current estimate is 2,000 pointsfor all QSEs • SCED Six month LMP Posting / LFC • Testing full-fledged Resource Limit Calculator (RLC) and Ancillary Services capacity monitor • Current estimate is 4,000 points (adding 2,000 points for Integrated SCED Execution above + additional points outlined in the ICCP Change Request Form Example v2.0) Note: Dispatch limits and ancillary service limits calculated by RLC (Resource Limit Calculator) will be equal to sustained limits if ERCOT does not get LFC – ICCP points (regulation, non-spin, RR etc). http://nodal.ercot.com 12
EDS 3 – Early Delivery Systems Integrated SCED Execution – Real Time ICCP Data Points ERCOT can provide basic SCED without LFC points with the availability of the reasonable values for the following ICCP points: • High Sustained Limit (HSL) of each typical unit (TU) • Low Sustained Limit (LSL) of each TU • Resource Status of each TU • MW for each Combined Cycle (CC) train • MVar for each CC train • HSL for each CC train • LSL for each CC train • Resource Status for each CC train • Combined cycle mode for each CC train • MW for each individual split generation resources (SGRs) • MVar for each individual SGR • HSL for each individual SGR • LSL for each individual SGR • Resource status of individual SGR http://nodal.ercot.com 13
EDS 3 – Early Delivery Systems SCED Six month LMP Posting / LFC • This phase will need all remaining generation points listed in the ICCP Change Request Form Example v2.0. • However, normal and emergency ramp rates are not needed to be populated because SCED will use the values coming from RARF for those points rather from ICCP. http://nodal.ercot.com 14
EDS 3 – Early Delivery Systems Testing Schedule • The proposed schedule is to test the extended 4,000 points (about 170 points per QSE) at one time for each QSE during October leading up to EDS 3 testing in November. • This will give ERCOT the highest confidence in the MPs being ready to provide real-time data for SCED testing to begin in November 2007 and the 6 months of LMP posting starting January 2008. http://nodal.ercot.com 15
EDS 3 – Early Delivery Systems Testing Process • A checklist will be generated for each QSE to verify all ICCP points needed for SCED with real time values. • The EDS team will attempt to automate testing through a script and then record results using the checklists. • Results will be reported as part of EDS 3 status http://nodal.ercot.com 16
