  2. Purpose • Provide an overview of the recently completed Joint Logistics Education, Training and Exercise Study (JLETES) • Discuss the methodology, findings, and recommendations of the JLETES 2

Study Background and Purpose • Congressionally Mandated • Sponsored by OUSD L&MR and USJFCOM J7 • Execute an independent study on the effectiveness and efficiency of Joint Logistics education and training • Determine how Joint logistics education and training could be improved to best support the Warfighter and the Joint Force Commander • August 2008 – July 2009 • Deliverables • JLETES • Worldwide Joint Training and Scheduling Conference Working Group • Survey and Data Analysis • Education and Training Landscape • Stakeholders • DOD • Combatant Commands • Services • Joint Staff 3

Study Methodology • Reviewed: • Previous studies on or related to Joint logistics education and training since 2006 • Combatant Command and Services lessons learned and exercise after action reports • Multinational and Unified View reports and briefings • Surveyed Combatant Command J-4 & J-7 Branch Chiefs & AOs: • Joint planning and logistics proficiencies • Logistics play and use of logistics tools in exercises • Joint logistics education and training • Interviewed SMEs: • Joint Staff • Combatant Commands • Services • Educational institutions • Collected and Consolidated Data: • Joint and Service related logistics education and training courses • Civilian logistics education and training courses relevant to DOD personnel 4

Overarching Findings • Lack of an overall Joint Logistics Governance Authority • No tracking of logistics studies findings, recommendations, & initiatives • No oversight to ensure Joint logistics courses are reviewed and certified by USJFCOM • No coordination of initiatives • Lack of a Joint Logistics Advanced Knowledge Management System • Myriad of DOD Joint logistics initiatives and recommendations have not been disseminated or shared • Lost opportunities to synergize partnership efforts with MNs/IAs/NGOs, private industry, and academia • Joint logisticians do not have the reach back or access they need to planning information and Joint logistics education and training 5

Joint Logistics Education and Training • Problem Statement: There is no governance and management structure existing to support the DOD Joint logistics education and training requirements. • Operational Capability: • A Joint Logistics Education and Training Governance Authority that will lead the effort to refine and implement the proposed Joint Logistics Education, Training, and Exercise Study (JLETES) Roadmap  • This governing authority will provide direct support to the Warfighter by: • Overseeing the implementation of a Joint Logistics Advanced Knowledge Management System to support the Joint logistician • Ensuring Joint logistics courses are certified • Providing overall coordination of Joint logistics education and training initiatives   Wasted time No tracking of logistics studies: findings, and recommendations Increased Costs Unnecessary Casualties Myriad of DOD Joint logistics initiatives and recommendations have not been disseminated or shared Duplication of Effort Failure to consistently provide the Combatant Commander with well educated and trained joint logistics professionals. No coordination of education initiatives • Accomplishments: • Completed an independent study on the effectiveness and efficiency of Joint Logistics education and training in DOD • Facilitated Joint Logistics Working Goups at WJTSC 09-1 & 2 • Reviewed logistics education and training related studies, shared information, and identified opportunities to close the gaps and seams in Joint/DOD logistics education and training • Provide a comprehensive briefing on the JLETES as well a detailed analysis of the results from the revised JLETES survey • Proposed Technical Approach: • Socialize the study findings and recommendations and develop way-ahead (JS J4, JS J7,, and Center for Joint Logistics and Strategic Excellence) • POA&M: • Formally designate a flag/general officer-level Joint Logistics Education and Training Governance Board consisting of reps from the Office Secretary of Defense (Personnel and Readiness (OSD (P&R)), Joint Staff, USJFCOM, USTRANSCOM, DLA, DUSD (L&MR), Center for Joint and Strategic Logistics Excellence, and geographic combatant commands. • After stand-up of governing authority, transition this issue to Joint Individual and Staff Training Working Group at WJTSC.  • Deliverables: • March 2010: Issue update at WJTSC 10-1 • September 2010:Brief COA to achieve endstate & transition to Joint and Individual Staff Training WG
