1. Name 3 reasons why funds would be withheld on an award. • Missing or incomplete forms • Budget details missing or not known at the time • Late final technical report on a previous award
2. How do I get a first time no cost extension (NCE) for awards under the R & R Terms and Conditions? • Project Director (PD) needs to request a NCE from the Authorized Representative (AR). • AR needs to notify NIFA within 10 days of the approval. • Send notification to NIFA with the AR signature.
3. Name 5 costs that are unallowable • Entertainment costs, i.e. alcohol • Incentives, i.e. cash, movie tickets etc. • Promotional items, bags, key chains, cups, mugs, t-shirts, etc. • Costs incurred after the expiration date • Indirect costs charged as direct costs
4. When are meals allowable? • A meeting where providing lunch is necessary to maintain continuity of the meeting. • A meeting is held at a remote site where attendees do not have access to dining facilities.
When is a PD change required? • PD is no longer affiliated with the institution • PD is absent from the project for more than 3 consecutive months • PD has a 25% or more reduction in time from the project
6. For a PD transfer, what does the original institution need to submit to NIFA to transfer a grant to another entity? • Letter signed by the AR relinquishing the grant • Summary of progress to date/final technical report • Financial Form 425

What information needs to be included on the budget narrative? • Salary information: funded work months for key personnel and a brief statement of duties • Itemized list and cost of equipment if required • Materials and Supplies (general description) • Travel details • All Other Direct Costs (items and cost of items)
What is needed for a 2nd NCE under the R&R Terms and Conditions? • A written request/justification to NIFA • The length of time required to complete the project. • Summary of progress to date. • Estimate of funds remaining. • Signature of AR and PD.
What is needed for a PD change? • Notification in writing of arrangements signed by the PD and AR. • The new PD’s vita. • The new PD’s Current and Pending support information.
For a PD Transfer, what does the new institution need to submit to NIFA to receive a transferred award? • NIFA application forms through Grants.gov • Current Research Information System (CRIS) Forms • An updated curriculum vita. • Project summary and statement of work
What documentation is required for sub-contracts? • Budget and narrative • Statement of work • Letter of collaboration/intent signed by AR
What information is in an RFA? • Who’s eligible • Funding restrictions • Proposal due date • Statutory limitations • Specific program requirements

How will you know that your application has been received by NIFA? • You will receive an e-mail from grants.gov upon successful submission. • You will receive an e-mail from NIFA after the RFA closes. • You may phone the Proposal Services Team (202) 401-5048. • You may e-mail electronic@nifa.usda.gov.
2. What are 4 things that happen when your application is received? • Application goes through review process. • Proposal may be recommended for funding. • Additional information may be requested from program. • Application is sent to AMD for administrative review and processing.
