The Netherlands Climate Change Studies Assistance Programme • Funded by the Netherlands Ministry of Foreign Affairs, Directorate General for Development Co-operation • Phase I managed by the Institute for Environmental Studies (IVM) in co-operation with the Coastal Zone Management Centre (CZM-C) • Period 1998- 2004 • Phase II managed by ETC International • Period 2003-2008
Objectives of the Phase I • To enable developing countries to implement their commitments under the UNFCCC • To create a greater awareness of climate change issues and increase the involvement of policy-makers, scientists and general public • Capacity-building, transfer of knowledge and know-how • To contribute to sustainable development
Recommendations from NCCSAP I • Continue with and include more countries • Focus on policy oriented integrated adaptation assessment as part of integrated risk management • Focus on livelihood systems (regional and local scales) and poverty alleviation in vulnerable areas (e.g. river basins, coastal zones, other areas where the natural resource base in under pressure) • Include health and disaster prevention as priority area • Involvement of larger group of stakeholders in studies (e.g. office of the President, ministries of finance and economic affairs, national and local decision makers, social and economic sciences, selected NGOs, business) • Increase awareness creation in larger stakeholder group/expand climate change constituency • Strengthen south-south cooperation
