  2. Areawide vs. Site Specific Approach • Sites viewed in context with others, not individually • Data can be shared, eliminating redundancy • Co-mingling issues more easily resolved • Variability of scale allows new information to emerge

  3. For ADEC • Map site locations • Determine site status (open, closed, how much work is needed) • Identify preliminary data gaps • Identify PRPs • Possibly involved in data collection, investigation, coordination, cleanup if necessary

Common ADEC Requirements for All Responsible Parties • Delineate nature and extent (18 AAC 75.335) • Evaluate risk to current and future land users • Protection of current & future land users through ICs • Cleanup and management plans • Consistent and compatible reporting for purposes of information dissemination Proactive and solution oriented

  6. 1) Delineate contamination • Identify all possible sources and COCs • Identify conditions that could result in ongoing releases (buried piping, tanks, abandoned injection wells, etc.) • Delineate extent of contaminants in soil and groundwater (on and off-property) Long-term monitoring necessary to monitor groundwater quality

  7. FAIR Coordinated Sampling • Spring Sampling – 3rd week in April • Fall Sampling – 3rd week in September • Common benchmark for groundwater elevation Problems • Shared groundwater data (EDDs) • Shared reporting (currently handled by DEC)

  9. 2) Evaluate Risk • FAIR Risk Management Zones – Commercial/Industrial • CSM needed for this area • Hydrogeologic characteristics • Contaminant location and transport characteristics • Possible Exposure Pathways • Are there risks to human health or the environment that need to be controlled or mitigated? • Wells or dewatering activities? • Indoor air quality problems? Risks should be mitigated through cleanup or risk management

  12. 3) Cleanup and Management Plan • What are the site-specific requirements? • Control risk • Remove source/product • Reduce the life of the plume and long-term monitoring requirements (flexible) • Compatible with the land owner needs? • Schedule? Plan should balance cleanup and management options with expected site use and cost considerations

  13. 4) Institutional Controls • Necessary now – not later • Better long-term management of contamination is priority for DEC • IC plan should be coordinated with Railroad • RP will continue to be responsible when utilities or other parties encounter contamination • Compliance review is necessary If managed properly, contamination shouldNOTprevent property transactions or reuse

  15. 5) Information Management • Must be able to articulate useful information to the public regarding contaminated sites • In order to clarify potential liability considerations • Reduce economic impacts - adjacent and future property use/sale/development • Must know extent of impacts • Plume maps • Estimated areas of soil contamination

Milestones • ADEC send letter requesting CSM and explanation • Need information on downgradient MSLUG wells (ADEC) • Contaminated site map with addresses – provide CIMMS website (ADEC) • Workplan (provide schedule or work) – May 30 • Need entry permit from railroad for drilling or sampling on railroad party • Need letter of consent from tenants • Off-site delineation (characterization) • Preliminary CSM – Characterization report • Wells, surface soil exposure, indoor air issues? • Groundwater sampling (third week April 2005) • Product sample from Chevron and Railroad • Look into common lab – • Coordinate sampling protocol (document that this will happen in the workplan) • Share data for interpretation by each party • Janice – ADEC contact
