FUNDING CATEGORIES Construction of new public library buildings: • First priority • Joint use projects that are new construction • Conversion/remodeling of an existing building into a public library • Second priority • All other public library projects
FUNDING CATEGORIES • Remodeling/expansion of existing public library buildings: • First priority • Public library projects in the attendance areas of public schools determined to have inadequate infrastructure to support access to computers and other educational technology • Second priority • All other projects
Defining “Joint Use" Library Projects OPTION 1: A joint use library combines a public library and a public school library or libraries serving any combination of K-12 students in a single facility for the provision of services, as defined by written cooperative agreement.
Defining “Joint Use" Library Projects OPTION 2: A joint use library either: (a)(Option 1 Above), or (b)provides physical space in the public library for one or more of the following library services, as defined by written cooperative agreement, offered by a public library jurisdiction in conjunction with one or more public school districts serving any combination of K-12 students.
SERVICES These services shall be: Computer Lab Family Literacy Center Homework Center Career Center
Cooperative Agreements Applicants shall submit a copy of a written agreement signed by the authorized representative of each agency following official action by the governing authorities, describing:
COOPERATIVE AGREEMENTS 1. the roles and responsibilities of each party 2.how library services will be provided to the public and to students 3.the hours library services will be available to the public and to students 4.how the library is to be staffed
COOPERATIVE AGREEMENTS 5. ownership of the site, facility, furnishings,equipment, and materials collections 6. all sources and uses of funding 7. responsibility for facility operation
ANNUAL EVALUATION • An annual evaluation and review process of the joint use agreement that includes: • a narrative assessment of the strengths and weaknesses of the project • types of uses by both user groups: students and non-students • recommendations for improvements to the services provided
ANNUAL REPORT 9. An annual report process of the joint use project that includes: • the total number of users, both student and non-student • total circulation by non-student and student users, and
ED CODE 1999 10. acknowledging and incorporating Education Code Section 19999
20 YEARS Sec. 19999. Facility dedicated to direct public library services. A facility, or the part thereof, acquired, constructed, or remodeled, or rehabilitated with grants received pursuant to this chapter shall be dedicated to public library direct service use for a period of not less than 20 years following completion of the project.
Public Library Purposes If any portion of a project is not to be used for the provision of direct public library services, that portion is not an eligible project cost. The cost for that portion of the building must be calculated and excluded from the total cost of the project when applying the state matching funding formula.

Considerations in Reviewing Applications • 4. The degree to which the existing library facility is inadequate in meeting the needs of the residents in the library service area,and the degree to which the proposed project responds to the needs of those residents
Considerations in Reviewing Applications 5.The degree to which the library's plan of service integrates appropriate electronic technologies into the proposed project. 6. The degree to which the proposed siteis appropriate for the proposed projectand its intended use. 7. The financial capacity of the local agency submitting the application to openand maintain operation of the proposed library.
