Development objective of LVWATSAN • To support secondary urban centres in the Lake Victoria Region to enable them to achieve the Water and Sanitation MDGs and, generally, to contribute to an equitable and sustainable development –economic, social, environmental –of Lake Victoria Region, to the benefit of the people living in the area

Guiding Principles of Programme Design • A model setting exercise for achieving MDG targets and fostering regional development • Community involvement to reach the poor • Ensuring Programme Sustainability • Promoting ownership • Building capacity • Developing sustainable management structures at the local level • Linking with on-going sector reforms • Flexibility in project planning, design and implementation • Integrating physical planning with environmental Infrastructure • Gender mainstreaming

  4. Plan of Implementation • PHASE I INITIAL ASSESSMENT (June –Aug 2004) • PHASE II DEVELOPMENT OF INVESTMENT PLANS (Aug – Sept 2004) • PHASE III Preparatory Phase (Jan –June 2005) • PHASE IV Implementation Phase (March 2005 –Dec 2007)

  5. Cost of Proposed Interventions *equates to ~ US $ 50 per capita

Conclusions Since June 2004 • 30 secondary urban centres have been surveyed and documented using a novel appraisal process • Detailed investment plans to achieve the MDGs for water and sanitation have been developed for 15 urban centres • High level political support has been given to the initiative by the three countries • Sub-regional training and capacity-building needs have been identified to further support and sustain infrastructure investments in the region • Cost of the assessment was approx. US $ 100,000 For investment of circa million US$ 52, the MDGs could be achieved within a 4 year period in the selected secondary urban centres, thus improving the livelihoods of many of the un-served and underpinning economic growth for the region Funded through the UN-HABITAT Water & Sanitation Trust Fund Principal support has been sought from the Governments of Netherlands, Sweden & the EU
