RFP Process • Questions – We have to keep the process fair • Craig Harper or John Vial won’t talk to you about proposals or details – don’t bother calling • In addition to today's questions, all others have to be in writing and submitted by August 6th • RFP Close Date: August 21, 2009, 4:30 PM • Selection Team – County, RVCOG, Governor's office rep, selected regulatory agencies, and local advisors • Top proposers will be invited for final interviews

RFP Process • Project Tasks • Sediment transport evaluation • Sediment management plan • Reservoir and riparian restoration plan (two parts) • Dam removal and immediate impacts - permitting • Comprehensive restoration – slope and stream bank grading and restoration, revegetation, etc. • All regulatory permits, clearances, consultation, and NEPA documentation (EA is expected) • Engineering designs • Dam removal

  5. RFP Process • Evaluation Criteria • Engineering Design and Construction approach 20% • Project Scheduling and Delivery 30% • Cost 15% • Team Qualifications, Experience, Skill, History 25% • Ability and willingness to work with team 10% • Top proposers will be invited for final interviews

Award / Contract • Design – Build Contract • Lump Sum – Broken down by Project Task • Time, time, time! • Jackson County project • Rogue Valley Council of Governments (RVCOG) will contract with selected bidder • RVCOG will provide contract administration • Payments will be approved by RVCOG and processed through Jackson County

  7. American Recovery and Reinvestment Act Terms • Buy American – iron, steel, & manufactured goods • Davis – Bacon Act (prevailing wage) • Quarterly reporting requirements - progress, job creation, etc. • Compliance with all federal, state, and local laws • Safety plan
