Restructuring the HE Landscape • November 2002 – Cabinet approves proposals to restructure the HE landscape • December 2002 – Minister informs Councils of affected institutions and provides opportunity for comments • October 2003 – Minister announces name of new institution, its address and date of implementation and membership of interim Council • November 2003 – Formal gazetting of mergers and incorporations
Restructured HE Landscape Restructuring in 2004 • Univ of Durban Westville & Univ of Natal - (University of KwaZulu-Natal) • Univ of North-West & Potch Univ for Christian HE & incorporation of students and staff of Vista Univ Sebokeng Campus (North West University) • Technikon Northern Gauteng & Technikon North West & Technikon Pretoria (Tshwane University of Technology) • Unisa & Technikon South Africa & the incorporation of VUDEC (University of South Africa)

Support to Merged Institutions Technical Support • Provide or co-ordinate technical support (HR, IT, Governance, Finance) • Assist with requests for merger related financial assistance • Monitor institutional management of process • Convene workshops and training forums • Respond to queries and concerns • Mediation or facilitation of disputes
Support to Merged Institutions Financial Support based on conditions and proceduresoutlined in merger guidelines • Re-capitalisation • Balance sheet re-capitalised based on audited financial statements on merger or incorporation • Calculated by Ministry in consultation with institutions with Institutional Operating Plan (IOP) a pre-requisite for funding • Merger expenditure • Facilitation of mergers and or administrative re-organisation • Due diligence studies, tax and other statutory obligations • Extension, alteration to property, plant and equipment, including deferred maintenance • Prior approval from the Department is required • Viability expenditure
University of KwaZulu-Natal • Substantive Council appointed • Chair – Dr V Maphai • Vice Chancellor – Prof M Makgoba • New institutional statutes approved & gazetted • Institutional Operating Plan approved – R150 Million allocated for faculty relocation & R22,7 Million for direct merger costs • Academic restructuring ongoing with different campuses allocated particular focus • Staff conditions of service harmonised with exception of remuneration and benefits • Single SRC established with new constitution
University of South Africa • Substantive Council appointed • Chair – Dr M Phosa • Vice Chancellor – Prof B Pityana • New institutional statutes approved & gazetted • Institutional Operating Plan approved – R100 Million allocated for strengthening teaching and learning centres & R33,6 Million for direct merger costs • Academic restructuring ongoing • No harmonisation of staff conditions of service to date • Single SRC established with new constitution
Tshwane Univeristy of Technology • Substantive Council appointed • Chair – Mr RV Matlare • Vice Chancellor – Prof EM Tyobeka • New institutional statutes drafted and submitted to the Minister • Institutional Operating Plan approved – R87,222 allocated for recapitalisation, R35 Million for direct merger costs and R36 Million for improving student residence • Academic restructuring ongoing. Plans developed to strengthen quality of teaching and learning on all campuses • Staff conditions of service harmonised • Single SRC established with new constitution
North West University • Substantive Council appointed • Chair – Mr L Nyhonya • Vice Chancellor – Dr T Eloff • New institutional statutes approved & gazetted • Institutional Operating Plan approved – R30 Million allocated for upgrading of infrastructure on the Mafikeng campus & R60,2 Million for direct merger costs and R 24,5 foraddtional facilities at Vaal Campus • Academic restructuring ongoing • Staff conditions of service harmonised • Single SRC established with new constitution
Nelson Mandela Metropolitan University • Substantive Council appointed • Chair – Judge R Pillay • Vice Chancellor – Dr R Stumpf • Institutional Operating Plan being developed. • R40.7 Million allocated for direct merger costs • Academic restructuring ongoing with proposals to allocate different foci to campuses • Harmonisation of conditions of service of staff finalised, with exception of remuneration and benefits • Interim SRC established and developing a new constitution
Cape Peninsula University of Technology • Substantive Council appointed • Chair –Dr Rev L Louw • Vice Chancellor – Ms V Tanga • Institutional Operating Plan being developed. • R40 Million allocated for direct merger costs includes R18 Million specifically for harmonisation of facilities • Academic restructuring ongoing with proposals to allocate different foci to campuses • Harmonisation of conditions of service of staff being negotiated • Interim SRC established and developing a new constitution
University of Johannesburg • Substantive Council appointed • Chair – Dr R Marcus • Vice Chancellor – Dr I Rensburg • Institutional Operating Plan being developed. • 42,6 Million allocated for direct merger costs • Academic restructuring ongoing with proposals to allocate different foci to campuses • Harmonisation of conditions of service of staff complete except remuneration and benefits • Interim SRC established and developing a new constitution
University of Limpopo • Substantive Council appointed • Chair – Prof TJ Mokgoro • Vice Chancellor – Prof M Mokgalong • Institutional Operating Plan being developed. • The University qualifies for re-capitalisation, currently R20,5 Million allocated for direct merger costs • Academic restructuring ongoing with proposals to allocate different foci to campuses • No harmonisation of conditions of service of staff to date • Interim SRC established and developing a new constitution
Walter Sisulu University • Substantive Council appointed • Chair – Dr S Fikeni • Interim Vice Chancellor – Prof N Morgan • Institutional Operating Plan being developed. • The University qualifies for re-capitalisation, currently R50 Million allocated for direct merger costs • Academic restructuring ongoing with proposals to allocate different foci to campuses • No harmonisation of conditions of service of staff to date • Interim SRC established and developing a new constitution
Support to other Institutions • University of Fort Hare • R100,4 Million allocated for re-capitalisation • R30 Million allocated for upgrading student residences • R13,6 Million allocated for viability expenditure was for re-allignment HR, IT, Library, signage etc. • University of Zululand • R15 Million allocated for upgrading student residences ad hoc • 2,9 Million allocated for viability expenditure was for re-location of staff, ERT, VSPs. • University of the Western Cape • R170,4 Million allocated for re-capitalisation • R9 Million allocated for direct merger costs • University of Venda • R26,7 Million allocated and paid for re-capitalisation • R132,8 Million allocated for upgrading academic infrastructure and student residences – was to implement recovery plan • R0,26 Million allocated for viabililty expenditure
Restructuring the HE Landscape • A New Institutional Landscape for Higher Education comprises of twenty-one higher education institutions (11 Universities, 6 Technikons and 4 Comprehensive Universities) and two National Institutes for Higher Education. • While good progress is being made towards realising the objectives of the restructuring process, focus for the next period on • New institutional identities • Transcending the divisions of the past • Focus on the provision of quality education • Enhancing good practice in educational and management practice • The Department of Educaiton will continue to monitor and evaluate the ongoing process
