INTRODUCTION – BACKGROUND Statistics Department – Chief Economist Complex African Development Bank High Level Forum for Aid Effectiveness, Busan, Dec 2011 => Busan Action Plan for Statistics (BAPS)—call to promote full access to official statistics 4th Statistical Commission for Africa’s of 2012—request to AFDB AU Summit of July 2012 (AfDB, AUC, and ECA) to support countries to develop effective data management and dissemination systems G8 summit of June 2013—Good governance to scale up development effectiveness AFDB’s Statistical Capacity program
INTRODUCTION – RATIONALE Statistics Department – Chief Economist Complex African Development Bank Policy and other decision making not data-driven Data access by the general public quite limited Data access and exchange within and between RMCs difficult Data exchange between RMCs and regional/international organizations challenging Data reporting to international organizations a burden to RMCs Issues of data quality Lack of data for effective M&E of development outcomes Limited data within RMCs to support Bank operations
INTRODUCTION – OBJECTIVES Statistics Department – Chief Economist Complex African Development Bank Increase data access thereby enhancing transparency, accountability, and governance Significantly improve data exchange among RMCs Improve data quality through enhanced adherence to international standards Make AfDB a hub/knowledge center for development data on RMCs Promote regional integration and harmonization Platform for the M&E of development outcomes

CHALLENGES Statistics Department – Chief Economist Complex African Development Bank Internet infrastructure still weak in many RMCs Information Technology (IT) staffing levels still very low in statistical offices Governments’ resistance to the release of data Data management challenges
IMPLEMENTATION STATUS Statistics Department – Chief Economist Complex African Development Bank Open Data platforms installed and operational in all 54 countries Statistical Data Portals installed in all but 5 countries—Somalia, Libya, CAR, Eritrea, Ethiopia Data submission tools piloted in 6 countries: Tunisia, Rwanda, Nigeria; Mauritius, Morocco, Zambia New initiatives being piloted
