NERC Policy 6 • Policy 6/Section B/Requirement 1 - Agreements For Emergency Assistance – “Operating Agreements Between Neighboring Systems…Shall Contain Appropriate Provisions for Emergency Assistance…” • In Real Time Control - This Requires a Defined Process
Current State Procedures • Question Raised - “During A Control Area Energy Emergency Event, How Can My Control Area Initiate Emergency Assistance from Your Control Area ?” • Current State Answer - NO STANDARD PROCESS/NO CONSISTENT ANSWER
Initiatives • Present To SERC EC/OC/MIC Meeting 10/00 • Discuss Issues • Request That SERC Staff Take Lead Roll In • Confirming Need For Standard Process • Developing Draft Process • Produce Final SERC Process Before Winter 2000/2001 • Final Process Needs SERC Wide Input/Involvement

Draft Procedure • Based On Energy Emergency Alert Levels From Operating Manual Appendix 9B • Provides A Consistent Procedure Within SERC • Provides For More Secure Operation Of The System During Emergencies
SERC Operations Planning Working Group • OPWG Held Its Initial Meeting On January 9, 2001 • Agreed The OPWG Would Work To Resolve Issues And Finalize the SERC Procedure
Where Are We Now? • Draft Procedures Will Be Forwarded To The OPWG • OPWG Will Work Toward Final Procedures Prior To Summer 2001 • Several Outstanding Issues To Be Addressed
