Taiwan had become the territory of mainland China since 1683, at the end of the period of Mingzheng, the Koxinga's regime. In 1684, there were one province and three counties established on the island, and Fengshan County was one of them. Initially, the administration center was located at Xinglong Village at Pizaitou, Pond Head, which now is Zuoying. Soon afterward, the city was invaded by the anti-government rebels of Lin Shuang-wen Incident.
Therefore, in 1788, the city was moved to Siapitou, Lower Pond Head, which now is Fenghsan. At the very beginning, the fort was made of bamboo. After several reconstructions held by the magistrates Wu Zhao-lin and Cao Jin, it transformed into the fort made of coral stone, strengthening the military defense. In contrast to the fort in Zuoying, it was called the New Fort.
