Site Training Objectives • Understand, review and sign Affidavits as STAR Site Examiners/Proctors responsible for proper test administration. • Review 2013 STAR Manual informationwhich covers all procedures and guidelines needed for consistent administration to students. • Ensure security of all STAR materials at all times.
STAR Security is Priority #1 2011-12 STAR scores were delayed across CA due to security breaches Heightened Security • No unauthorized electronic devicesused in classroom during testing • For testing purposes, any electronicdevice that is not specifically designatedas an accommodation or modificationin the student’s IEP or 504 Plan is unauthorized. STAR Security Audits State and District Site Observation Visits • At randomly selected schools and district offices • Before, during, or after testing • Are materials secure, accounted for, and locked up when not in use? • Are correct administrative procedures being followed? For example: • Instructional materials have been removed or covered. • Students are not being coached through the exams. • Only appropriate accommodations and/or modifications are being provided, et. al. • Room signs and testing posters with reminder of no unauthorized electronic devices are being used.
STAR Security Breaches Security Breach Ramifications – how many hours can we expect to dedicate if we are a site with a security breach? • Investigation of school protocols and procedures • On site district and state review, submission of documents • Loss of school’s Academic Performance Index (API) • For up to 2 years • No students STAR scores/reports • Potential fiscal implications to school and district • Non-expedited return of test results (district/state)

Do’s and Don’ts • Do NOT review test questions before/during/after testing. • Do NOT check students’ answers including (but not limited to): • Advise students of wrong answer or to check an answer • Withhold answer docs until students demonstrate they have the right answers. • Do NOT erase anything in answer circles. • ENSURE there is enough time to complete each portion of the test before beginning. • BREAK ONLY when specified in test booklets.
Do’s and Don’ts • ACTIVELY MONITOR students throughout testing to make sure students are: • On the correct part • Not going on to other parts or back to a previously completed part • Not skipping a question on their answer document (to avoid being off by one or more) • Not using unauthorized electronic devices during testing session • Not engaged in cheating or disruptive activities Please remember to post door signsand testing posters prior to testing!
Do’s and Don’ts • ESCORT STUDENTS WITH TEST MATERIALS to another room with school staff. Students are not to walk to other rooms with test materials by themselves. • Do NOT allow students who are not testing to stay in the classroom where a test is being administered. • Keep student answer documents and test booklets together. • Prevent test site personnel or students from taking photos of test booklets, answer documents, or questions for any purpose or by any means. STAR DFAs Use Directions for Administration (DFAs) correctly. • Read ALL “SAY” boxes exactly as written. • Be sure to read and complete“First Day of Testing” section with students. • Translate ONLY the boxes with “T”. (NO CST/CMA/STS questions, prompts, or passages may be translated).
CST/CMA Writing Tests • Writing tests are required. • CST and CMA • Grades 4 and 7 • Examiners need to ensure correct test (CST or CMA) is given. • Check IEPs • See label at the bottom of response booklet and DFA
CST/CMA Writing Tests 3. Pack and Return ALL used and unused Writing Prompt and Response Booklets • Scorable booklets include those for students who were given the test even if the student: • Did not write anything • Wrote in a language other than English • Drew pictures

CMA: California Modified Assessment Which students takes the CMA? • Have an IEP • Meet the SBE-adopted eligibility criteria: M 74-75 • Enrolled in grades 3–11 • May take CMA for some subjects, CST for other subjects • Must take grade-level CSTs when a CMA is not offered • May have previously taken CMA, regardless of score • Not eligible to take CAPA • IEP specifies CMA and subject(s) • No additional modifications allowed • Allowable Testing Variations and Accommodations: M 86-90 T/F Quiz: Students with a 504 Plan can take the CMA.
STS: Standards Based Test in Spanish Who takes the STS? • Spanish Speaking English Learners (ELs) • Grades 2-11 AND • Receive instruction in Spanish in a Bilingual or Dual Language Program OR • Will have been enrolled in a school in the United States less than 12 cumulative (not consecutive) months on the first day of testing. STS: Standards Based Test in Spanish New option expands who may take the STS • Starting this year the following students who were once prohibited from take STS, may be tested • English Learners (ELs) in Grades 2-11 whose L1 is NOT Spanish? • English-Only (EO) students • Initially Fluent English Proficient (IFEP) students • Reclassified Fluent English Proficient (RFEP) students • Special considerations: • Ordering separate (not part of STAR) • Augmented STS materials to arrive during STAR window • Scoring and reporting done in-house using Edusoft scantrons • Requires additional funding (not part of STAR apportionment) T/F Quiz: Students who take CAPA do not take STS.
CAPA: CA Alternate Performance Assessment • CAPA training provided directly to examiners experienced working with CAPA students and licensed observers by District Special Education Program staff. • CAPA is an ungraded, one-to-one test given to students who are in grades 2-11 / ages 7-22 • Have significant cognitive disabilities • Have an Individualized Education Program (IEP) • Meet eligibility guidelines outlined in the STAR Manual • Are assigned the correct CAPA level T/F Quiz: IEP must specify CAPA and Level.
