AGRIC STATUS, PRIORITIES,ISSUES CHALLENGES & CONSTRAINTS: • Underfunding (currently 5% of National Budget) • Adverse weather patterns, • Inadequate research & extension ; • High cost of inputs, • Low productivity & Output; • Inadequate marketing infrastructure & access • Degradation of range lands and declining soil fertilities • Pests and diseases

  5. SECTOR PRIORITIES • Legal regulatory and institutional reforms • Research and extension • Food and nutrition security • Agribusiness and value addition • Environment, Sustainable land and natural resources management • Agricultural inputs and financial services

  6. THEMATIC AREAS IN NATIONAL COMPACT • Environment, Sustainable land and natural resources management • Agribusiness, access to markets and value addition • Food and nutrition security • Agricultural research, technology dissemination and adoption

  7. Inclusiveness • The Kenya CAADP compact commits the government to implement the Vision of the sector as described in the ASDS • The CAADP process was led by the Agricultural Sector Coordinating Unit • Extent:- All four sub-sectors have opportunity for enhanced collaboration

  8. GAPS • Launched in 2010:- in initial stages of implementation • Implementation of agricultural activities under devolved system

  9. Issues of Regional Nature • Management of shared resources • Trans-boundary pests and diseases • Free trade areas • Management of grazing lands • Marketing infrastructure • Management of Water catchment areas • Transfer of skills and research technologies • Information Management & Sharing

  10. Level of Stakeholder Commitment • Bi-annual Stakeholder meeting to review progress in the sector

  11. Recommendations • Sensitize devolved units to implement the thematic areas in the National CAADP compact • Enhance collaboration among key stakeholders- sub-sectors players and private sector

  12. CAADP Process • Internal consultation between sub-sectors:- Fisheries, Crops, Livestock and Forestry • Stakeholder engagement:- Views and ownership • Peer review:- for validation • Launch:- publicity and political leadership • Signing;- commitment (Minister for Finance, Minister for Agriculture, NEPAD, COMESA, EU, Private sector)
