  3. International cooperation is essential for building a first-rate university

  4. ●In the 21st century, with the acceleration of economic globalization and international competition, innovation and international competency have become the two core qualities for national development and even survival. ●Internationalization of education has become a key step to enhance international competency and national power. ●The primary task of a university is to foster talents. Economic globalization demands internationalized talents with global vision, innovation and compatibility. ●Therefore, it’s the university’s social responsibility that requires internationalization, which further requires comprehensive international cooperation and exchange. International cooperation is essential for building a first-rate university.

  5. ●Under the framework of MoU for higher educational cooperation signed by the Ministers of Education of China and Spain, the Sino-Spanish University Presidents Forum was held in Madrid (2005) and Shanghai (2007) , where university presidents from both sides expressed intense interest in cooperation. ●The theme of today’s forum is “University Internationalization and Innovation”, which means that we share the anticipation for realizing cooperation intents and innovating cooperation modes. We put more emphasis on new thoughts and new modes to expand international education cooperation and exchange.

  7. ●It’s evident that educational internationalization and international cooperation and exchange are essential. ●The topic for exploration: Under the conditions of today, how to find an integration point where we can build reciprocal strategic alliance, and how the partners can jointly create new development opportunities. ●This demands us to actively think and promote work in aspects of characteristics, scale, quality, benefits and sustainability ●I believe: the strengths and characteristics of a university are the foundation for internationalization, the integration point for international cooperation and exchange, and the breakthrough point to enhance core competency.

History and Development of BJTU ● Jiaotong University (1896) Predecessor—Beijing School of Railway Management (1909), one of the 3 origins of Jiaotong University, specialized in fostering management talents for China’s early railway and telecommunication ● 1921, merged with Shanghai Industrial School and Tangshan Industrial School into Jiaotong University, headquarters based in Beijing ●1923, restructured and renamed as Beijing Jiaotong University

  12. ●Most technical universities in China are related to a certain industry. BJTU is one of them. The industry-related universities have a specific focus on disciplinary fields. Thus, the universities build their own strengths and characteristics in related disciplines in talent fostering, scientific research and social service. ●For these universities, the development of the industry and the development of the university are closely related. The development of the industry relies on the development of the related disciplines and the theoretical basis. The development of the disciplines provides technology and talent support for the industry.

  13. ●For a long time, BJTU has been closely following the path of emphasizing quality and excelling by characteristics. BJTU has established 3 disciplinary themes in information, management and transportation, which reflects the university’s characteristics. The 3 themes also matches the important strategic fields of China’s future economic development. ●BJTU insists on the development strategy “Enhance strength disciplines, promote characteristic disciplines, explore frontier and cross-field disciplines, advance basic disciplines”; emphasizes the strengths in information and management, highlights the characteristic in transportation, integrates and optimizes resources, strengthen disciplinary platform building.

On the platform of Sino-Spanish cooperation, we hope to: 1) Further strengthen traditional strength disciplines to achieve leadership, using it as an entry point to promote the internationalization of the strength disciplines and to enhance the comprehensive quality of the university. 2) Keep taking advantage of the service industry to achieve key support from the industry via service, making the industry to become the university’s strong supporter and platform; emphasize solutions for key strategic issues of the development of the industry, key technical innovations, and human resources optimization.

  15. 3) By fully showcasing service capability and making concrete contributions, establish a salient role of the university in the related industry and the entire economy and society and form a solid social foundation for university development. 4) Keep strengthening already-established advantage in industry-education-research integration, tracing closely the frontiers and key techniques of the technological development of the industry, optimizing disciplinary structure, talent fostering system and research directions, enabling faculty and student fostering through practices, and enhancing quality of education.

  16. The fast development of high-speed railway provides opportunity for Sino-Spanish cooperation

  17. ●Spain and China are the two countries in the world of fastest development of high-speed railways. ●21 April 1992, the first high-speed railway accomplished between Madrid and Seville. With the fast development of Spanish economy, high-speed railways saw fast development. 16.3 billion euros were invested in total. As planned, in 2010, the length of high-speed railways in Spain will surpass that of Japan and France, 2,230 kilometers, No. 1 in the world.

  18. ●2008, the PDL between Beijing and Tianjin opened. This symbolizes the high-speed era of Chinese railways has begun. According to the adjusted National Mid-Term and Long-Term Railway Network Plan, in the next 10 years, the operation length of high-speed railways in China will reach 18,000KM. By 2012, 12,500KM will be built. High-speed EMU’s will surpass 1,000 sets. China will become the country of largest high-speed railway network in the world. ●However, today, when compared with advanced technological accumulations abroad, China is still at the elementary stage in high-speed railway key technologies and faced with many critical challenges. It’s an urgent demand upon us to strengthen technology cooperation globally and achieve breakthroughs in key technologies and engineering. ●So, the fast development of high-speed railways in China and Spain provides a great opportunity for the cooperation between the universities of the two countries.

  19. ●BJTU, as a national key university of railway industry characteristic, has made great contributions to the Qinghai-Tibet Railway and the innovation initiatives for the development of high-speed railways. ●BJTU has adapted disciplinary development, platform construction and talent fostering to the demands of rail transport development. In communication, transportation, industrial economics and logistics, BJTU has built advantages and plays an irreplaceable role. ●In recent 5 years, BJTU’s research funding has reached 1.279 billion yuan, where 160 million are directly MOR funded cooperation projects, 900 million are transportation-related.

  20. Promote in-depth cooperation, emphasize concrete results, build win-win relationship

  21. ●BJTU has made fully promoting international cooperation and exchange one of the key strategic tasks. BJTU hopes to use the strength and characteristic disciplines (transportation, information and management) as integration point, take the opportunity of rail transport industry in China; by strengthening international academic exchanges, to increase student visits and establish research and education cooperation; to further advance the in-depth development of the disciplines, so as to foster good talents and technology support to the industry, to build the university into a national high-level talent fostering base and key technology innovation base, and to become the important technology support base for railways and urban mass transit, etc.

  22. ●The strategic cooperation between Chinese and Spanish universities will help reduce differences between universities, optimize resource allocation, promote mutual advancement, and realize common development. ●I believe: through our joint efforts, in the not-so-distant future, we shall embrace the pleasure of achievements in each phase of the entire process of discovery, research and dissemination of knowledge!
