Acronyms to Know • APR = Annual Performance Report • CEPI = Center for Educational Performance and Information • MARSE = Michigan Administrative Rules for Special Education • MSDS = Michigan Student Data System • OSE = (Michigan) Office of Special Education (formerly OSE-EIS) • OSEP = (Federal) Office of Special Education Programs MICC

  4. New Acronyms to Know • EMAPS = EDFacts Metadata and Process System – this is the new OSEP tool for Part C data submissions • MAX = official U.S. Government computer system • FERPA = Family Educational Rights and Privacy Act • SIS = Student Information System MICC

  5. Big Data Changes This Year - Background MI-CIS was the statewide Early On data tool from 2006 until 09/30/12. Two Parts: • Local Daily Tracking System (SIS) • Available 24/7 for entry , reporting • Reports help daily work • ~150 data fields could be collected • Collection for Federal count • Twice a year • Selected (~ 50)data fields reported MICC

  6. Replacing MICIS Local Daily Tracking Service Areas are purchasing or developing new Student Information Systems • PCG – 22 • Illuminate – 16 • eXcentera – 5 • TieNet – 5 • MiStar – 3 • Infinite Campus – 2 • eSchool Plus – 1 • Home Grown - 2 MICC

Replacing MICIS Collections MSDS is the new collection vehicle • First collection October 3, 2012 • Next collection June 30, 2013 • Data for Early On children is collected along with all K-12 and Special Education students • Duplicate submissions for same child increased without a statewide SIS CEPI controls the collections Early On provides input to CEPI on data fields and business rules MICC

  8. Data Systems Truisms: The first time you collect data in a new system, the data will be bad. It takes three or four iterations to stabilize a data collection process after any change. MICC

  9. Fall 2012 Collection Facts • Count Day was October 3 • “Snapshot” count - all children active on 10/3 • 8,925 • “Period” count – all snapshot, plus all children exited between 10/4/11 and 10/3/12 (one year) (Feds call this the “cumulative” count) • 17,637 MICC

Today’s Handout: Looking for Ways to Improve the collected data in June • We know children who were not reported • We know the Special Ed component caused troubles • We don’t know which new SIS was used for submission work • Some service areas seemed to do just fine • For APR 2014, State indicators 2 and 5 met target; indicator 6 did not MICC
